As of Feb. 2009, approx. 691,000 reserve servicemembers have been activated in support of operations in Iraq and Afghanistan, with many being called for multiple deployments or extended for more than one year. This increased use of the reserve component servicemembers has led to questions about whether reserve component servicemembers might be experiencing a decline in earnings as a result of extended and frequent activations. Studies determined that for calendar years 2004 and 2005, on avg., reserve component servicemembers earned more income while serving on active duty than they had earned as civilians before activation. Reserve component servicemembers had a net gain of $1,500/month in 2004 and 2005 after activation.

Book excerpt: Since September 2001, the Department of Defense (DOD) has relied heavily on the reserve component, primarily in support of ongoing contingency operations for the Global War on Terrorism, which is now known as the Overseas Contingency Operation. This increased use of the reserve component servicemembers has led to questions by Congress about whether reserve component servicemembers might be experiencing a decline in earnings as a result of extended and frequent activations. Our objectives for this review were to evaluate (1) whether DOD has determined if any differential exists between the income earned by reserve component servicemembers while performing active duty service and the civilian income they would otherwise have earned and (2) the extent to which any differential existing between the income earned by the activated reserve component servicemembers and that earned by civilians has affected attrition for reserve component servicemembers. Based on discussions with congressional staff, we are also providing, in enclosure III, examples of public and private sector supplemental compensation provided to activated reserve component servicemembers.

Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. Due to the evolution of electronic systems, combined with the need to save time, energy, and money, DoD plans to replace paper delivery of servicemember separation information with electronic delivery. A timely analysis is critical to ensure DoD is best positioned to optimize and effectively orchestrate this opportunity. Clear, authoritative information on characterization of service and reasons for separation is critical for individuals as they re-enlist, change duty status, or transfer into civilian employment; for dependents and survivors; for government agencies that adjudicate veteran status and benefits; and for military departments, as they move toward fully integrated digital databases. DoD's DD Form 214 has existed since the 1950s, when it standardized information across the services by replacing service-level forms. The form is largely unchanged since that time and has remained the defining document to verify a servicemember's discharge from active duty. As electronic information supplants paper, information provided by the services must continue to meet the important purposes of DD Form 214. To ensure consistency across the services and avoid omission of critical information, DoD needs an in-depth analysis of the current use of DD Form 214 to identify ways in which it could be improved to meet the diverse needs of the numerous organizations and individuals who use and depend on it.
