The report also discusses five general skills that are required throughout building clearing missions: think like the enemy, maintain situational awareness and the big picture, project into the future, apply rules of engagement, and lead subordinates.

Book excerpt: "This research effort applied principles of Naturalistic Decision Making to identify the cognitive challenges involved in platoon leader decision making in Military Operations in Urban Terrain (MOUT) building clearing missions. The findings informed the development of classroom, hardcopy, and multimedia training products to support Infantry Officer Basic Course students in MOUT decision making. A Cognitive Task Analysis of the building clearing task entailed a series of in-depth interviews with Army personnel experienced in MOUT. The analysis resulted in a detailed representation of eleven high-level decision requirements associated with the building-clearing task. Cognitive demands related to each requirement -- critical decisions and judgements, sensory cues, other factors, and expert strategies -- are included in the representation. Four products were developed based on the findings of the analysis: sixteen decision-centered training scenarios for MOUT environments; an interactive, multimedia tool (IMPACT) that supports instructors in training MOUT decision making skills; a classroom exercise that supports situation awareness appreciation and understanding; and a guide that provides supplemental information regarding the building clearing task from a platoon leader's perspective."--Stinet.

Book excerpt: An experimental training program was developed to improve the battlefield decision skills of platoon leaders during Military Operations in Urban Terrain (MOUT). The program was implemented in the form of a multimedia, train-the-trainer CD-ROM titled 'IMproving Performance through Applied Cognitive Training' (IMPACT). This report describes an evaluation of the usability of IMPACT, including an exploration of methodological issues associated with evaluating the effectiveness of training programs to improve decision-making skills. The evaluation was conducted at the U.S. Military Academy with cadets and U.S. Army captains participating as students and instructors, respectively. Participants were randomly assigned to either IMPACT or traditional after-action review (AAR) conditions. Instructors conducted two training sessions with cadets using either IMPACT or traditional AAR methods. Cadets then participated in a final session where they were tested on their MOUT decision-making skill and knowledge. Although we found few statistically significant differences between cadets in the two conditions, instructors reported IMPACT to be a valuable and highly usable training tool. Furthermore, we were able to develop an objective test to measure decision quality, as well as a process that resulted in reliable ratings of decision quality from subject matter experts.

Urban combat operations have played a pivotal role in the conflicts of the twentieth century, and will continue to be a crucial part of future U.S. power projection operations. It is imperative that lessons learned from previous urban combat operations be studied for applicability to current urban combat doctrine. The study analyzes the urban battles of Aachen, Manila, Seoul, Hue, JUST CAUSE, and Mogadishu to identify salient lessons for conducting successful offensive urban combat operations; then reviews current U.S. Army urban combat doctrine. The study then evaluates current doctrine using identified salient lessons to determine their effect. The study finds that the primary impacts of previous urban combat operations on current doctrine are that doctrine now embraces the idea of varied conditions for urban combat and validates the concept of fighting as a combined arms team in a built-up area. The study further finds that FM 90-10, Military Operations on Urban Terrain is obsolete, and that key procurement decisions have left U.S. forces without critical weapons that have proven decisive in urban combat.

By leveraging technology, programs like Land Warrior and the Military Operations on Urbanized Terrain (MOUT) Advanced Concept Technology Demonstration (ACTD) have identified means for enabling the urban decision-maker to make better decisions through enhanced situational awareness. Both programs attempt to mitigate friction on the battlefield through reliance on technology. By seeking a technological edge to provide enhanced situational understanding, can the Army gain optimal decision-making capability for the MOUT environment? Field Manual 3.0, Operations, defines situational understanding as the product of applying analysis and judgment to the Common Operational Picture (COP) to determine relationships among factors of mission, enemy, terrain, time, troops available, and civilians (METT-TC). The pursuit of technology enhances only one aspect of situational understanding; that of providing the COP or situational awareness. The other portion, the analysis and judgment is not adequately addressed in programs like Land Warrior and MOUT ACTD. Excessive trust in high-tech solutions may lead to a false sense of security easily removed by affordable counter technology. Training leaders to effectively handle the friction would be a better and more cost effective use of scarce resources. Authors Senge, Van Creveld, and Klein argue that effective combat decision-making is based on expertise and experience. Expertise and experience build confidence. Confidence in self and in other team members provides the foundation to handle the chaos in the urban environment. This monograph seeks to explore the urban environment and decision-making through several avenues. Army doctrine will provide how the Army contends to deal with decision-making. Theorist on decision-making will provide the background on how people make decisions.

The hardware and mass orientation of the levée en masse and industrial-age armies is being replaced by sophisticated terrorists, information warfare, and the politics of mass persuasion. This is reshaping the face of warfare. America's own military history demonstrates the soldier's dilemma in fighting among populations. The U.S. Army's experience is extensive but often forgotten. First called on to defend settlements against Indian attacks, it later laid siege to or captured cities in Mexico and during the American Civil War. During World War II, the Army liberated or seized thousands of towns and hundreds of cities on the European continent. Fighting in or around village hamlets or cities was a frequent occurrence in Southeast Asia operations. Strangely, our doctrine and cultural focus have remained preoccupied with the classic "fight in the woods" or the seizure of high ground. Urban operations or operations among a foreign populace were always considered "possible" but were not formally incorporated into regular annual training for most combat units. That trend is ending. The required change has been a long time coming. During the 1970s the classic defense issues of the European General Defense Plan became more and more affected by the "urban sprawl" that changed the face of Europe. As post-Cold War planners surveyed contingencies, it became apparent that the growing urbanization of man affected not just developed but also underdeveloped nations. True maneuver possibilities sought by our technology-rich Army remained only in deserts. The emerging future would be different. The battlefield would most likely be a populated area. Modern military forces may fight sophisticated armies and air forces, but cities and populations will no longer be innocent bystanders. The complex terrain of urban centers will be critical in any modern operation, and their populations will become involved. Our national policy to promote, defend, and, if need be in some circumstances, install democracy demands a multitasked force that will provide stability and peace to populations in the battle area. As the armed forces become more involved in stability operations, and with the increasing likelihood that possible opponents will seek shelter in urban areas, it is imperative that our soldiers be skilled in a wide array of urban centered operations ranging from forced entry to peacekeeping. As such, our armed forces must be expert in the tactics and techniques of urban operations throughout the spectrum of peace and war missions. Soldiers in Cities clearly delineates the problems facing modern armed forces entering an urban environment. That we will enter that environment during future contingencies is a given. That we are ready to adapt our techniques, technology, and training to that day is a decision we have already made in the positive. Book excerpt: This thesis traces the development of urban operations from World War II to the present to examine the evolution of doctrine, training, organization, and equipment. Four specific operations/battles are examined, including Stalingrad in World War II on the eastern front, Belfast in Northern Ireland from 1968 to the present, Beirut in Lebanon in 1982, and an illustrative future model in Seoul in Korea in 2012. The historical examples are compared to the U.S. scenario in Seoul, Korea, in 2012 to determine similarities and differences. Future lessons learned are extrapolated from these similarities and differences. The study concludes that the U.S. Army has weaknesses in doctrine, training, organization, and equipment in war and military operations other than war at the tactical and operational levels. This study recommends an updated, integrated doctrine, a training facility and training plans at the unit level, a more flexible organization, and procurement of new equipment.
