The manual explains the major tasks of an economic analysis, including identifying the problem, selecting realistic alternatives for solving it, formulating appropriate assumptions, determining the costs and benefits of the alternatives, comparing the alternatives, testing the sensitivity of major uncertainties, and ranking the alternatives. Appendixes are included that contain data, indexes, and worksheets to aid in performing the economic analyses. Results of an EA provide valuable input in deciding which projects to fund for the most cost-effective use of tax dollars. This report provides Army installations with guidance for performing accurate EAs and reporting results properly. This information clarifies the Army policy on EA set by Army Regulation (AR) 11-28 and Office of Management and Budget (OMB) Circular A-104. This report supersedes Technical Report P-151, Economic Analysis: Description and Methods (U.S. Army Construction Engineering Research Laboratory, 1983). The current report updates the previous information and addresses the role of ECONOPACK in performing EAs. ECONPACK is a computer program that automates much of the EA process. Resource and budgetary limitations make it impossible to undertake all actions which are deemed desirable, thus necessitating choices among alternative uses of resources and funds. An economic analysis (EA) helps to determine which, among various alternatives, is the economically best course of action for achieving a given objective. ECONPACK is a software package developed to facilitate performance of EAs for Department of the Army military construction projects. ECONPACK provides simple automated assistance in performing the necessary calculations and in producing certain specified report formats for EAs. It can also be used for the performance of sensitivity analyses, which are especially useful in situations involving substantial uncertainty about future costs. Increasing the quality of EA's should increase the likelihood of project approval. This manual provides a basic framework for implementing the policies of EA concepts, methods, and procedures. This manual provides detailed guidance for preparing an EA. It addresses EA terminology, the EA process, and overall policy. Chapter 1 is an introduction to economic alalyses Chapter 2 provides a basic definition of EA and the EA process. Each step in the process is explained in detail. Chapter 3 discusses cost estimating methods, data collection and analysis, and estimating considerations. Chapter 4 defines the types of benefits, and shows methods of identifying, quantifying, and evaluating benefits. Chapter 5 identifies methods for comparing alternatives in an EA and developing economic indicators for a system or project. Chapter 6 describes techniques and considerations for the handling of sensitivity, risk and uncertainty. Chapter 7 discusses the proper methods of documenting an EA and provides a checklist for documentation. Chapter 8 provides special guidance on preparation and approval of EAs for Major Command, Control, Communications and Computer/Information Technology (C4/IT) Systems. Appendices provide additional details on special topics, including the required cost cell structure and cost element definitions for C4/IT System EA's, examples of EA quantitative methods, an EA example which illustrates common EA techniques and documentation methods, and a listing of economic analysis- related web sites.

Book excerpt: This study investigated the differences between military construction (MILCON) and Privatization/commercial projects. Specifically, this study examined four areas of possible incongruity which impact cost: administrative requirements; construction standards; contract clauses; and the Davis-Bacon Act. Interviews were conducted with representatives from government and industry. Data gathered indicate the all four areas do cause costs to be higher on MILCON projects than projects accomplished in the commercial sector. The most significant findings resulted in the Davis-Bacon area. The Davis-Bacon Act requires that prevailing wages, as determined by the Department of Labor, be paid on all federal construction contractions over $2500. Data gathered in the Dayton, Ohio area indicated that prevailing wages exceeded commercial sector wages by 37 to 149 percent. The excessive wages cause federal government and military facilities to be substantially higher in cost compared to the commercial sector.
