Book excerpt: DoD submitted a report on the costs and savings attributable to the rounds of base realignments and closures (BRAC) conducted between 1988 and 1995 and on the need, if any, for additional BRAC rounds. This report assesses individual reporting topics, including the costs and savings of prior BRAC rounds and estimated costs and savings of future BRAC rounds, the impact of prior BRAC rounds on military capabilities, excess capacity, base reuse and economic recovery of communities affected by BRAC actions, and processes DoD would use to select bases for closure or realignment should further BRAC rounds be authorized.

Book Military bases lessons learned from prior base closure rounds report to the Congress

Download or read book Military bases lessons learned from prior base closure rounds report to the Congress written by and published by DIANE Publishing. This book was released on 1997 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focuses on lessons learned from the base realignment and closure rounds held in 1988,1991,1993, and 1995. We undertook this work so that a systematic assessment of experiences would be available should the Department of Defense (DOD) request and Congress authorize additional base closure rounds. In transmitting the results of the 1997 Defense Quadrennial Review to Congress on May 19,1997, the Secretary of Defense stated his intent to ask Congress to authorize two additional base closure rounds. We are addressing this report to you in keeping with our practice of reporting to Congress on the recommendations and selection process employed by DOD in each of the three most recent base closure rounds, as initially required by the 1990 Defense Base Closure and Realignment Act (P.L. 101-510). We have identified lessons related to savings, costs, and economic impact and improvements needed in DOD's process for identifying bases for realignment and closure. We have also included matters for congressional consideration if Congress contemplates legislation for future base closure rounds.

Book Military Base Realignments and Closures

Download or read book Military Base Realignments and Closures written by Brian J. Lepore and published by DIANE Publishing. This book was released on 2009-05 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2005 Base Realignment and Closure (BRAC) round is the biggest, most complex, and costliest BRAC round ever. In addition to base closures, many recommendations involve realignments, such as returning forces to the U.S. from bases overseas and creating joint bases. However, anticipated savings remained an important consideration in justifying the need for the 2005 BRAC round. This report assessed: (1) challenges that might affect timely completion of recommendations; (2) any changes in DoD's reported cost and savings estimates since FY 2008; and (3) the potential for estimates to continue to change. Includes recommendations. Charts and tables.

Book Base Closure and Realignment

Download or read book Base Closure and Realignment written by and published by . This book was released on 1991 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report describes the Department of Defense recommendations for base closures and realignments to the Defense Base Closure and Realignment Commission. The recommendations were submitted by the Secretary of Defense to the Commission in April of 1991, as authorized by the National Defense Authorization Act for Fiscal Year 1991. The recommendations were also transmitted to the Congress and filed with the Federal Register, as required by the Act. The list of military installations inside the United States for closure or realignment is based on the force structure plan and the final criteria, as required by the Act. The list includes 43 bases recommended for closure and 28 bases recommended for realignment. Total costs to implement these recommendations are expected to be $5.7 billion between fiscal years 1992 and 1997. These costs could be offset by about $1.9 billion in expected land value. Total savings during the same period are expected to be $6.5 billion. The annual recurring savings beginning in fiscal year 1998 will total about $1.7 billion. The Department of Defense is reducing and reshaping its military forces to adapt to changes in the strategic environment, and to meet the challenges and opportunities of the post-Cold War era. The changes, challenges and opportunities, as well as the new defense strategy and the forces required to implement the strategy, are described in the force structure plan which is part of this report.

Book Base Realignments and Closures

Download or read book Base Realignments and Closures written by United States. Defense Secretary's Commission and published by . This book was released on 1988 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Secretary's Commission on Base Realignment and Closure was chartered on May 3, 1988 to recommend military installations within the United States, its commonwealths, territories, and possessions for realignment and closure. The Congress and the President subsequently endorsed this approach through legislation that removed some of the previous impediments to successful base-closure actions. This Commission's recommendations for closure and realignment affect 145 installations. Of this number, 86 are to be closed fully, five are to be closed in part, and 54 will experience a change, either an increase or a decrease, as units and activities are relocated. The Commission also makes several additional recommendations that address potential problems in implementing the Commission's closure and realignment recommendations and certain other matters that the Commission has discovered during its review of the military base structure.
