Over the last fifteen years the Department of Defense has been moving from a few large-footprint bases to smaller and much more numerous bases across the globe. This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries. In Base Politics, Alexander Cooley examines how domestic politics in different host countries, especially in periods of democratic transition, affect the status of U.S. bases and the degree to which the U.S. military has become a part of their local and national landscapes. Drawing on exhaustive field research in different host nations across East Asia and Southern Europe, as well as the new postcommunist base hosts in the Black Sea and Central Asia, Cooley offers an original and provocative account of how and why politicians in host countries contest or accept the presence of the U.S. military on their territory. These bases are usually taken for granted or overlooked entirely, a little-noticed part of the Pentagon's vast operations. But in an eye-opening account, Base Nation shows that the worldwide network of bases brings with it a panoply of ills—and actually makes the nation less safe in the long run. As David Vine demonstrates, the overseas bases raise geopolitical tensions and provoke widespread antipathy towards the United States. How much influence have these protests had on the p;olicy regarding U.S. military bases? What conditions make protests more likely to influence policy? Protests Against U.S. Military Base Policy in Asia answers these questions by examining state response to twelve major protests in Asia since the end of World War II—in the Philippines, Okinawa, and South Korea. Yuko Kawato lays out the conditions under which protesters' normative arguments can and cannot persuade policy-makers to change base policy, and how protests can still generate some political or military incentives for policy-makers to adjust policy when persuasion fails. Kawato also shows that when policy-makers decide not to change policy, they can offer symbolic concessions to appear norm-abiding and to secure a smoother implementation of policies that protesters oppose. While the findings will be of considerable interest to academics and students, perhaps their largest impact will be on policy makers and activists, for whom Kawato offers recommendations for their future decision-making and actions.

Taking a long-term, flexible, and incremental approach, Michael Touchton and Amanda J. Ashley make strong recommendations for collaborative models of governance that can improve defense conversion dramatically and ensure benefits, even for low-resource municipalities. Communities can't control their economic situation or geographic location, but, as Salvaging Community shows, communities can control how they govern conversion processes geared toward redevelopment and reinvention. In Salvaging Community, Touchton and Ashley undertake a comprehensive evaluation of how such communities redevelop former bases following the Department of Defense's Base Realignment and Closure (BRAC) process. To do so, they developed the first national database on military redevelopment and combine quantitative national analyses with three, in-depth case studies in California. While the force structure offers protection to US allies, it maintains the threat of violence toward others, both creating and undermining security. Amy Austin Holmes argues that the relationship between the US military presence and the non-US citizens under its security umbrella is inherently contradictory. She suggests that while the host population may be fully enfranchised citizens of their own government, they are at the same time disenfranchised vis-à-vis the US presence. This study introduces the concept of the 'protectariat' as they are defined not by their relationship to the means of production, but rather by their relationship to the means of violence. Focusing on Germany and Turkey, Holmes finds remarkable parallels in the types of social protest that occurred in both countries, particularly non-violent civil disobedience, labor strikes of base workers, violent attacks and kidnappings, and opposition parties in the parliaments.
