Utilizing secondary works in Chinese, Vietnamese, and Western languages, and the author's own familiarity as a former member of the Chinese People's Liberation Army, this examination expands the knowledge of China's relations with the North Vietnamese Army (NVA) during the 1950s and 1960s. As a communist state bordering Vietnam, China actively facilitated the transformation of Ho Chi Minh's army from a small, loosely organized, poorly equipped guerrilla force in the 1940s into a formidable, well-trained professional army capable of defeating first the French (1946–1954) and then the Americans (1963–1973). Even after the signing of the Geneva Peace Agreement, China continued to aggressively support Vietnam. Between 1955 and 1963, Chinese military aid totaled $106 million and these massive contributions enabled Ho Chi Minh to build up a strong conventional force. After 1964, China increased its aid and provided approximately $20 billion more in military and economic aid to Vietnam. Western strategists and historians have long speculated about the extent of China's involvement in Vietnam, but it was not until recently that newly available archival materials revealed the true extent of China's influence—its level of military assistance training, strategic advising, and monetary means during the war. This illuminating study answers questions about China's intention, objective, strategy, and operations of its involvement in the Vietnam Wars.

The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: Arming East Asia: Deterring China in the Early Cold War examines President Eisenhower‘s mutual security program in East Asia and explains how that administration worked to contain China. This historical chronicle offers insights and perspectives regarding how to address Sino-American tensions and maintain a free and open Asia-Pacific. Eric Setzekorn argues that President Eisenhower expanded and solidified the U.S. presence in East Asia through use of military aid and military advisory efforts in sharp contrast to the use of U.S. military forces by Presidents Truman, Kennedy and Johnson. In South Korea, Taiwan, Japan, and Southeast Asia (particularly in Thailand and South Vietnam), the United States spent billions of dollars and significant time developing local military forces. By the end of Eisenhower‘s two terms, a force of over 1.4 million Allied soldiers in East Asia had been trained, equipped, and often paid through American military assistance. Eisenhower‘s mutual security policies were vital in building local allies, and by the end of the 1950s, East Asia was beginning a long period of growth that would make it the economic heart of the world within fifty years. American policies that created close ties and involvement in the affairs of allied nations also constrained allies, such as Chiang Kai-shek in Taiwan, and Syngman Rhee in South Korea, who often sought to take direct action against the PRC. The heavy role of American military advisors and experts “on the ground” in East Asia also profoundly shaped the character of these nations, all of which were emerging from war, by putting massive resources into the government administration and military forces of newly formed states. With an assertive China using its growing political and military power throughout East Asia, contemporary U.S. security challenges are similar to the situation faced in that earlier contentious era. Eisenhower‘s policies from 1953 to 1961 clearly demonstrate an awareness of the possibilities for military, economic and political growth in East Asia, and the challenges of deterring Chinese (PRC) expansion during the early Cold War. During the early Cold War, arms aid grew from a few country and regional programs into a worldwide effort with an annual cost of more than $1 billion. Pach analyzes the Truman administration's increasing reliance on arms aid--for Latin America, Greece and Turkey, China, and Western Europe--to contain Communist expansion during the late 1940s. He shows that a crucial event was the passage of the Mutual Defense Assistance Act of 1949, the progenitor of a long series of global, Cold War arms measures. Pach demonstrates that the main impetus for the startling growth of military assistance was a belief that it would provide critical political and psychological reassurance to friendly nations. Although this aid was ostensibly provided for military purposes, the overriding goals were insuring goodwill, raising foreign morale, stiffening the will to resist communism, and proving American resolve and reliability. Policymakers, Pach contends, confused means with ends by stressing the symbolic importance of furnishing aid. They sought additional appropriations with the threat that any diminution or cessation of aid suggested a weakening of American commitment. Pach reveals that civilian, not military, officials were the principal advocates of the expansion of military aid, and he shows how the policies established during the Truman administration continued to exert a profound influence throughout the Cold War. Some officials questioned the self-perpetuating qualities of military aid programs, but Pach concludes that their warnings went unheeded. Although fiscal restraints in the Truman administration temporarily stemmed the growth of aid, the Korean War exploded budgetary limitations. MIlitary assistance spending expanded rapidly in size and scope, gaining a momentum that succeeding administrations could not resist. Originally published in 1991. In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement."
