The report shall also address United States-China engagement and cooperation on security matters during the period covered by the report, including through United States-China military-to-military contacts, and the United States strategy for such engagement and cooperation in the future."

Book excerpt: Although the dialogue between the United States and China is improving, outstanding questions remain about the rate of growth in China's military expenditures due to the lack of transparency regarding China's intentions. In 2013, China announced a 5.7 percent increase in its annual military budget to $119.5 billion, continuing more than two decades of sustained annual defense spending increases. China sustained its investments in strategic forces modernization, as well as key anti-access/area-denial (A2/AD) capabilities such as advanced intermediate- and medium-range conventional ballistic missiles, long-range land-attack and anti-ship cruise missiles, counter-space weapons, and offensive cyber capabilities. China's military investments provide it with a growing ability to project power at increasingly longer ranges. In 2013, this included at-sea testing of China's first aircraft carrier and continued development of fifth generation fighter aircraft. During his visit to California in June 2013 for a summit with President Obama, China's President Xi Jinping and President Obama affirmed that China and the United States should continue working together to build a "new model" of relations in order to expand practical areas of cooperation and constructively manage differences in the bilateral relationship. During a robust number of high-level U.S.-China political and military engagements in 2013, leaders from both countries agreed that "enhanced and substantive" military dialogue and communication would foster greater understanding and expand mutual trust. Within that framework, the U.S. Department of Defense seeks to continue building a military-to-military relationship with China that is sustained and substantive, while encouraging China to contribute constructively to efforts with the United States, our allies and partners, and the greater international community to maintain peace and stability. As the United States builds a stronger foundation for a military-to-military relationship with China, it also will continue to monitor China's evolving military strategy, doctrine, and force development and encourage China to be more transparent about its military modernization program. In concert with its allies and partners, the United States will continue adapting its forces, posture, and operational concepts to maintain a stable and secure Asia-Pacific security environment.

Book excerpt: The People's Republic of China (PRC) continues to pursue a long-term, comprehensive military modernization program designed to improve the capacity of its armed forces to fight and win short-duration, high-intensity regional contingencies. Preparing for potential conflict in the Taiwan Strait, which includes deterring or defeating third-party intervention, remains the focus and primary driver of China's military investment. However, the Chinese People's Liberation Army (PLA) also is placing emphasis on preparing for contingencies other than Taiwan, including potential contingencies in the South and East China Seas. The October 2013 MANEUVER-5 exercise in the Philippine Sea, which included participation from all three PLA navy fleets - the North Sea Fleet, the East Sea Fleet, and the South Sea Fleet - was the largest PLA Navy open-ocean exercise seen to date. Additionally, China conducted the three-part MISSION ACTION series of joint military exercises over a six week period during September and October. These exercises combined PLA ground, navy and air forces in large-scale maneuvers along China's southern and southeastern coasts. As China's interests, capabilities, and international influence have grown, its military modernization program has also become increasingly focused on military investments for a range of missions beyond China's coast, including sea lane security, counterpiracy, peacekeeping, and humanitarian assistance/disaster relief (HA/DR).

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: This CRS Report, updated through the 113th Congress, discusses policy issues regarding military-to-military (mil-to-mil) contacts with the People's Republic of China (PRC) and records major contacts and crises since 1993. The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, President Clinton reengaged with the top PRC leadership, including China's military, the People's Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic alignment against the Soviet Union included U.S. arms sales to China. Improvements and deteriorations in overall bilateral engagement have affected military contacts, which were close in 1997-1998 and 2000, but marred by the 1995-1996 Taiwan Strait crisis, mistaken NATO bombing of a PRC embassy in 1999, the EP-3 aircraft collision crisis in 2001, and the PLA's aggressive maritime and air confrontations. Issues for Congress include whether the Administration complies with legislation overseeing dealings with the PLA and pursues contacts with the PLA that advance a prioritized set of U.S. security interests, especially the operational safety of U.S. military personnel. Oversight legislation includes the Foreign Relations Authorization Act for FY1990-FY1991 (P.L. 101-246) and National Defense Authorization Act (NDAA) for FY2000 (P.L. 106-65). A particular issue is whether the President is required to issue waivers of sanctions. Skeptics and proponents of military exchanges with the PRC have debated whether the contacts achieve results in U.S. objectives and whether the contacts contribute to the PLA's warfighting capability that might harm U.S. and allied security interests. Some have argued about whether the value that U.S. officials place on the contacts overly extends leverage to the PLA. Some believe talks can serve U.S. interests that include risk-reduction or conflict-avoidance; military-civilian coordination; transparency and reciprocity; tension reduction over Taiwan; weapons nonproliferation; talks on nuclear, missile, space, and/or cyber domains; counterterrorism; and POW/MIA accounting. Policy makers could review the approach to mil-to-mil contacts, given concerns about potential crises and conflicts. U.S. officials have faced challenges in gaining cooperation from the PLA. The PLA has tried to use its suspensions of exchanges while blaming U.S.-only "obstacles" (including arms sales to Taiwan, FY2000 NDAA, and air and naval reconnaissance operations). The PRC's harassment of U.S. ships and increasing assertiveness in maritime disputes showed some limits to mil-to-mil engagement, similar views, and PLA restraint. The U.S. articulations in 2011-2012 of a strategic "rebalancing" to the Asia-Pacific raised an issue of how to deal with China's challenges. The Administration's "rebalance" entails not only expanded engagement with the PLA, but also increasing exercises. The PLA Navy's invited participation for the first time in the U.S. Navy-led multinational exercise, RIMPAC, based at Hawaii in summer 2014 raised concerns in Congress and elsewhere. The U.S. Navy has increased some "interoperability" with the PLA Navy. The Defense Secretary issued the latest required annual report on June 5, 2014, concerning military and security developments involving the PRC, cooperation, and military-to-military contacts. The report noted that the PLA uses combined exercises to improve capabilities by learning from more advanced militaries and asserted that the Defense Department complies with the FY2000 NDAA in all military contacts with China. The U.S. Pacific Air Forces Commander sent a C-17 transport aircraft to China's Zhuhai Air Show in November 2014.

Book excerpt: Over the past 30 years, China has made great progress in its pursuit of economic growth and development, which has allowed China to achieve higher living standards for the Chinese people and has increased China's international profile. These economic achievements, combined with progress in science and technology, have also enabled China to embark on a comprehensive transformation of its military. The pace and scope of China?s military modernization have increased over the past decade, enabling China's armed forces to develop capabilities to contribute to the delivery of international public goods, as well as increase China's options for using military force to gain diplomatic advantage or resolve disputes in its favor. Earlier this decade, China began a new phase of military development by articulating roles and missions for the People's Liberation Army (PLA) that go beyond China's immediate territorial interests. Some of these missions and associated capabilities have allowed the PLA to contribute to international peacekeeping efforts, humanitarian assistance and disaster relief, and counterpiracy operations. The United States recognizes and welcomes these contributions. Other investments have allowed the PLA to pursue anti-access and area-denial strategies. Still others appear designed to improve the PLA's ability for extended-range power projection, although China's ability to sustain military power at a distance, today, remains limited. As the 2010 Quadrennial Defense Review Report notes, "China is developing and fielding large numbers of advanced medium-range ballistic and cruise missiles, new attack submarines equipped with advanced weapons, increasingly capable long-range air defense systems, electronic warfare and computer network attack capabilities, advanced fighter aircraft, and counter-space systems."
