Book excerpt: "This study examines the feasibility of investing two decades worth of effort to build the most advanced fighter ever employed and questions whether additional funds should be spent on incremental platform upgrades to legacy aircraft. The Joint Strike Fighter program has quickly approached a $400 billion price tag, with a cradle to grave price cost estimated between -1.5 trillion dollars. Conversely, the Lockheed Martin F-22 Raptor was the first 5th generation fighter and is the single most advanced and capable air-to-air platform in existence. Is DoD getting the best suite of combat aircraft for the money it is spending? More specifically, is the U.S. procuring too many F-35's when some of those funds could be used to improve legacy aircraft? Should the F-22 production line be reopened even if the unit cost is significantly higher? This study argues that the F-35 alone is not the sole answer to U.S. problems when it comes to air superiority. A compliment of F-35 and F-22 aircraft in a high-low configuration is a better fit in the air superiority arena. Secondly, a mixture of legacy aircraft is essential so as not to put all the nation's strike fighter defenses into a single point of potential failure."--Report documentation page.

In early 2009, the Air Force, Navy, and Marine collectively had an inventory of about 3,500 tactical aircraft. Current efforts for modernizing U.S. tactical aircraft center on three aircraft acquisition programsthe F-35 Joint Strike Fighter (JSF) program, the Air Force F-22 fighter program, and the Navy F/A-18E/F strike fighter program. For discussions of issues relating specifically to the F-35 program, the F-22 program, or the F/A-18E/F program, see CRS Reports RL30563, RL31673, and RL30624, respectively. Air Force officials in 2008 testimony projected an Air Force fighter shortfall of up to 800 aircraft by 2024. Navy officials have projected a Navy-Marine Corps strike fighter shortfall peaking at more than 100 aircraft, and possibly more than 200 aircraft, by about 2018. With the average age of each airframe being 50, 28, and 20 years old, respectively, military analysts are beginning to question just how long these aircraft can physically last and continue to be credible weapon systems. As potential adversaries acquire 21st century defense systems designed to prevent U.S. access to the global commons (sea, air, space, and cyberspace) and to limit U.S. forces' freedom of action within an operational area, the ability of these Cold War era bombers to get close enough to targets to be effective will continue to deteriorate. Although the Air Force is committed to the development and acquisition of its proposed Long-Range Strike-Bomber (LRS-B), it is anticipated that flight-testing of the new bomber will not start until the mid-2020s, with initial operational capability near 2030. With this timeline in mind, the Air Force has extended the operational lives of the B-52 and B-1 out to 2040 and the B-2 out to 2058. Air Force and aerospace industry experts insist that with sufficient funding for sustainment and modernization over their expected lifespans, all three of the existing bombers can physically last and continue to remain credible weapon systems. However, appropriations decisions made by Congress based on required military capabilities to meet national security objectives will ultimately determine how long the B-52, B-1, and B-2 will remain in service.

Extending the life of an avionics system, however, is one of the most critical and difficult aspects of extending total aircraft system lifetimes. Critical components go out of production or become obsolete, and many former suppliers of military-grade components have gone out of business. From 1986 to 1996, for example, the percentage of discontinued military/aerospace electronic devices nearly doubledâ€"from 7.5 percent to 13.5 percent. In addition, legacy avionics systems, which were designed to meet requirements of the past, generally lack the full capability to perform new missions, meet new threats, or perform well in the new information-intensive battlefield environments. As the legacy aircraft fleet ages, avionics systems will become more and more difficult to support and maintain. Whereas the military once provided a large and profitable market for the electronics industry, the military electronics market today constitutes less than 1 percent of the commercial market. As a result, the military must increasingly rely on commercial off-the-shelf (COTS) technologies for its avionics hardware and software. Although COTS items are generally less expensive than comparable items designed especially to meet military specifications, the technology-refresh cycle for COTS is typically 18 months or less, which exacerbates the obsolescence problem for aircraft whose lifetimes are measured in decades. The short refresh cycle is driven mostly by the tremendous advances in computer systems, which comprise an increasing percentage of avionics content. In response to a request by the Assistant Secretary of the Air Force for Acquisition, the National Research Council convened the Committee on Aging Avionics in Military Aircraft, under the auspices of the Air Force Science and Technology Board, to conduct this study. This report summarizes the following: Gather information from DoD, other government agencies, and industrial sources on the status of, and issues surrounding, the aging avionics problem. This should include briefings from and discussions with senior industry executives and military acquisition and support personnel. A part of this activity should include a review of Air Force Materiel Command's study on diminishing manufacturing sources to recommend ways to mitigate avionics obsolescence. Provide recommendations for new approaches and innovative techniques to improve management of aging avionics, with the goal of helping the Air Force to enhance supportability and replacement of aging and obsolescing avionics and minimize associated life cycle costs. Comment on the division of technology responsibility between DoD and industry.

Book excerpt: As the Department of Defense (DOD) enters the 21st century, the average ages of its weapon systems and equipment are increasing, primarily because DOD has not routinely replaced items bought during the Cold War. According to DOD officials, the aging of weapon systems and equipment reduce readiness. To keep pace with the maintenance required for aging systems and equipment, the military services have diverted funds from modernization accounts to operating and support accounts. DOD faces major challenges as it continues to implement its current tactical aircraft modernization plans. The Navy and the Air Force will be inable to procure enough new tactical aircraft to reduce the average age of tactical aircraft. During the next 11 years, the average age will continue to increase, especially in the Air Force. The upcoming Quadrennial Defense Review provides an opportunity to assess whether the issue of aging requires concerted attention.
