Book Air Force C 17 Aircraft Procurement Background and Issues for Congress

Download or read book Air Force C 17 Aircraft Procurement Background and Issues for Congress written by and published by . This book was released on 2009 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: A total of 213 C-17s have been procured through FY2009, including eight that were procured in the FY2009 supplemental appropriations act (H.R. 2346/P.L. 111-32 of June 24, 2009). The Administration's proposed FY2010 defense budget proposes to end C-17 procurement and does not request any funding for the procurement of additional C-17s. The Administration argues that enough C-17s have now been procured to meet future operational needs. Supporters of procuring additional C-17s in FY2010 believe additional C-17s will be needed to meet future operational needs. The issue of how much airlift capability will be needed in the future is currently being examined in a congressionally mandated study being done by the Institute for Defense Analyses (IDA) and in a separate Department of Defense (DOD) study called the Mobility Capabilities and Requirements Study 2016 (MCRS-16), which is due to be completed by the end of 2009. FY2010 defense authorization bill: The House and Senate Armed Services Committees, in their markups of the FY2010 defense authorization bill (H.R. 2647/S. 1390), recommended no funding for the procurement of additional C-17s. Section 134 of H.R. 2647 would require the Secretary of the Air Force, in coordination with the Director of the Air National Guard, to submit to the congressional defense committees, at least 120 days before a C-5 airlift aircraft is retired, a report on the proposed force structure and basing of C-5 and C-17 aircraft. Section 135 of H.R. 2647 would amend 10 USC 8062(g)(1) to state that, effective October 1, 2009, the Secretary of the Air Force shall maintain a total inventory of C-5s and C-17s of not less than 316 aircraft. Assuming the retention of the current force of 111 C-5s, this provision would appear to support a C-17 force of 205 C-7s' the number procured through FY2008.

Download or read book Military Airlift written by Frank C. Conahan and published by . This book was released on 1994 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mounting cost, schedule, and performance problems continue to plague the C-17 aircraft program. Total C-17 program costs are soaring; the current $43 billion estimate for 120 aircraft now exceeds the last Pentagon estimate for 210 aircraft by $1.3 billion. Delivery schedules have again slipped and aircraft are being delivered with increasing amounts of unfinished work or known defects that must be fixed after government acceptance. Estimates of flight test completion appear to be optimistic. Also, C-17 reliability is significantly less than expected and the plane is having difficulty meeting current payload and range specifications. Although the contractor is fixing problems with the wings, flaps, and slats, other problems continue to surface, including immature mission computer software and inadequate built-in-test capability. In December 1993, the Pentagon announced that it would stop the C-17 program at 40 aircraft unless contractor management and productivity improved significantly. In January 1994, the Defense Department (DOD) and McDonnell Douglas agreed to a settlement designed to ensure a viable 120 aircraft program. DOD has not, however, established criteria against which to evaluate improvements in the contractor's performance, and the ultimate costs to the government arising from potential contractor claims are unclear under the settlement. In GAO's view, DOD should investigate alternative wide-body planes that can meet its airlift needs in the event the C-17 program is cancelled.

Available in PDF, EPUB and Kindle. Book excerpt: GAO discussed the status of the Department of Defense's (DOD) C-17 program, focusing on: (1) C-17 cost, schedule, and performance issues; and (2) the proposed settlement agreement with the prime contractor. GAO noted that: (1) the C-17 program continues to experience cost, schedule, and performance problems; (2) the current estimate for the C-17 program now exceeds the $43 billion estimate; (3) delivery schedules have slipped but are improving; (4) the contractor has delivered aircraft with known deficiencies; (5) C-17 aircraft cannot meet current payload or range specifications; (6) although the contractor is resolving some technical problems, other problems continue including immature mission computer software and inadequate built-in capability; (7) poor contractor performance, overly ambitious cost and schedule goals, too much concurrency, and poor Air Force management have affected the C-17 program; (8) DOD needs to determine the minimum number of C-17 aircraft needed for specialized military airlift operations and to pursue a strategy to acquire nondevelopmental aircraft for additional airlift requirements; and (9) Congress should not endorse the proposed settlement until C-17 performance issues are resolved.
