Book excerpt: The technologies contained in this document constitute a detailed and structured compendium of the technologies that the Department of Defense (DoD) assesses as critical for ensuring superior performance of future U.S. military systems or providing equal performance more affordably. DoD develops this list of technologies with the participation of other agencies of the U.S. Government, U.S. industry, and academia using the Militarily Critical Technologies (MCT) process. This process provides a systematic, ongoing assessment and analysis of technologies, assigns values and parameters to the technologies, and covers the worldwide technology spectrum. The TWG chairpersons continuously screen technologies and nominate items to be added or removed from the list of militarily critical technologies. Developing Critical Technologies identifies those technologies that will produce increasingly superior performance of military systems or maintain a superior capability more affordably. The object of the document is to look beyond the Department of Defense (DoD) planning period (5+ years) and as far into the future as is reasonable. Although it may not be possible to identify all technologies that will be used in future military systems, the focus will be on those technologies that have the greatest potential of fulfilling the requirements outlined by the Joint Chiefs of Staff (JCS) and the respective Services in their visions and Science and Technology (S&T) plans.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First session, enacted between January 3, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 USC 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The United States lost almost one-third of its manufacturing jobs between 2000 and 2010.
