Book excerpt: Migration has assumed growing significance in the global development agenda as its potential for economic and social development is increasingly acknowledged. Within the Africa context, perceptions of migration as a negative phenomenon have shifted to recognition of its central role to Africa’s transformation. Despite this shift, emerging migration dynamics have not been adequately contextualized and conceptualized, making it difficult to integrate migration into development planning processes. This book attempts to fill the gaps in migration knowledge production, particularly from the perspectives of researchers in the global south and more specifically from Ghana. The chapters provide multi disciplinary perspectives in the contemporary migration landscape in Ghana and Africa. Rather than focus on migration as a problem to be solved, the chapters explore migration as an intrinsic part of the broader processes of structural change in Ghana, which could create opportunities for development if properly harnessed. The rapid increase in the number of Ghanaians lawfully admitted as permanent residents since 1980 offers an opportunity to investigate their immigrant journeys, their membership in the larger society and the expression of their individual and collective social identities. Using original empirical data from the US and Canada as well as comparative material from the UK and the Netherlands, the author also investigates the relationship between these new African migrants and the native-born black diaspora in the US. This study balances theoretical insight with policy implications, using the case-study as a lens not just on African migration but also on significant conceptual themes in migration studies including transnationalism, identity, social networks, remittances, economic integration and citizenship.

This was very significant in ensuring quality brain and skills circulation in the region. Out-migration to Europe, despite the numerous benefits that come along with it, remains a huge problem for the region and very worrisome to policy makers. As the previous significant brain and skills circulation that existed in the region has shifted to Europe, it paralysed its human and socioeconomic development efforts. On the other hand it is a huge and an unbearable burden on the social welfare system and job market of Europe. Considering the problematic and worrisome nature of unskilled, semi-skilled and professional youth migration, this study is set to search for its determinants. The findings are intended for a better and more informed policy formulation. Assuming that at the beginning of the 21st Century, West Africa’s migratory trends to Europe have changed from predominantly regular to alarmingly irregular and clandestine, this research also investigates the motivations behind this trend. The focus of this study is the migration flow from West Africa to Europe, using Ghana as a case study.

This study, therefore, strove to fill a lacuna in the Ghanaian migration literature by providing some quantitative evidence regarding the determinants of return migration of Ghanaian migrants, the nature of their return decision-making process and the socio-economic implications of their return to Ghana. Book excerpt: This book focuses on international migration and return of highly-skilled Ghanaians and Ivorians and presents empirical research findings that demonstrate that, under certain circumstances, return migrants can act as key development agents in their home country. It investigates the influence of a number of factors that condition their motivation to return and their capacity to stimulate change in their countries of origin. The aim of the study is the assessment of policy implications related to élite returnees’ development impact in evolving socio-economic contexts. The comparative and multi-method research strategy adopted revealed that migrants tend to return home with considerable savings (financial capital), new knowledge, skills and ideas (human capital), as well as with valuable contacts (social capital). Besides their level of education, work profile, and particular life experience, whether these migrants have worked abroad for a significant period, proved the most critical factor influencing their acquisition of different kinds of capital. However, there seems to be an ‘optimum’ work duration abroad – approximately five years – after which the benefits deriving from human and financial capital acquisition tend to stabilise. At the micro level, back home skilled migrants attained their goals, improving their relative income levels, expressing satisfaction with their work conditions and, more generally, enjoying a higher quality of life. At the meso level, they provided support to others in line with expectations and pressures they faced. They also introduced many kinds of new knowledge, skills and ideas in their workplace. At the macro level, return migrants promoted economic and political transformations through, among others, the creation of new businesses and various community development initiatives. The role of return migrants is influenced by many factors linked also to their situation back home. Reintegration into their home context proved challenging, especially for women, and returning migrants need time to overcome initial hurdles and get settled before they can start to make any meaningful contribution. That is one of the reasons why there is a need to facilitate their reintegration and create a conducive environment which can also foster return migration of the highly-skilled élite. More importantly, however, evidence is produced in favour of arguments and ideas about ‘brain circulation’, a strategy that can help in maximising the positive effects stemming from migration and return.

Book excerpt: Although contemporary migration in and from Africa can be understood as a continuation of earlier forms of interregional and international migration, current processes of migration seem to have taken on a new quality. This volume argues that one of the main reasons for this is the fact that local worlds are increasingly measured against a set of possibilities whose referents are global, not local. Due to this globalization of the personal and societal horizons of possibilities in Africa and elsewhere, in many contexts migration gains an almost inevitable attraction while, at the same time, actual migration becomes increasingly restricted.Based on detailed ethnographic accounts, the contributors to this volume focus on the imaginations, expectations, and motivations that propel the pursuit of migration.
