This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a ’contentious’ nature, particularly terrorism.

Book excerpt: This book uses empirical evidence from various case studies to examine the relationship between territorial and regional autonomy, the nation-state and ethnic conflict resolution in South and South-East Asia. The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. This book will be of much interest to students of South and South-East Asia, Asian security, ethnic conflict, peace studies and IR in general.

Professor Weiner examines selected regions of India in which migrants dominate the modern sector of the economy. He describes the forces that lead individual Indian citizens to move from one linguistic-cultural region to another in search of better opportunities, and he attempts to explain their emergence at the top of the occupational hierarchy. In addition, the author provides an account of the ways in which the indigenous ethnic groups ("sons of the soil") attempt to use political power to overcome their fears of economic defeat and cultural subordination by the more enterprising, more highly skilled, better educated migrants. Zhou highlights the agency and autonomy of individuals whose life experiences were shaped by but also helped shape the trajectory of bilateral diplomacy. These ethnic Chinese migrants and settlers were, Zhou contends, not passively acted upon but actively responding to the developing events of the Cold War. It has also profoundly influenced the sense of nationhood of both migrants and nonmigrants. Migrant workers learned to view their home country as part of a plural world of nations, and they shaped a new sort of Filipino identity while appropriating the modernity of the outside world, where at least for a while they operated as insiders. The global nomadism of Filipino workers brought about some fundamental reorientations. It revolutionized Philippine society, reignited a sense of nationhood, imposed new demands on the state, reconfigured the class structure, and transnationalized class and other social relations, even as it deterritorialized the state and impacted the destinations of migrant workers. Philippine foreign policy now takes surprising turns in consideration of migrant workers and Filipinos living abroad. Many tertiary education institutions aim deliberately at the overseas employability of local graduates. And the "Fil-foreign" offspring of unions with partners from other nationalities add a new inflection to Filipino identity.

Book excerpt: In the wake of a 1952 revolution, leaders of Bolivia's National Revolutionary Movement (MNR) embarked on a program of internal colonization known as the "March to the East." In an impoverished country dependent on highland mining, the MNR sought to convert the nation's vast "undeveloped" Amazonian frontier into farmland, hoping to achieve food security, territorial integrity, and demographic balance. To do so, they encouraged hundreds of thousands of Indigenous Bolivians to relocate from the "overcrowded" Andes to the tropical lowlands, but also welcomed surprising transnational migrant streams, including horse-and-buggy Mennonites from Mexico and displaced Okinawans from across the Pacific. Ben Nobbs-Thiessen details the multifaceted results of these migrations on the environment of the South American interior. As he reveals, one of the "migrants" with the greatest impact was the soybean, which Bolivia embraced as a profitable cash crop while eschewing earlier goals of food security, creating a new model for extractive export agriculture. Half a century of colonization would transform the small regional capital of Santa Cruz de la Sierra into Bolivia's largest city, and the diverging stories of Andean, Mennonite, and Okinawan migrants complicate our understandings of tradition, modernity, foreignness, and belonging in the heart of a rising agro-industrial empire.
