In the Middle East, Dubai has been accused of being a hotbed of trafficking. Pardis Mahdavi, however, draws a more complicated and more personal picture of this city filled with migrants. Not all migrant workers are trapped, tricked, and abused. Like anyone else, they make choices to better their lives, though the risk of ending up in bad situations is high. Legislators hoping to combat human trafficking focus heavily on women and sex work, but there is real potential for abuse of both male and female migrants in a variety of areas of employment—whether on the street, in a field, at a restaurant, or at someone's house. Gridlock explores how migrants' actual experiences in Dubai contrast with the typical discussions—and global moral panic—about human trafficking. Mahdavi powerfully contrasts migrants' own stories with interviews with U.S. policy makers, revealing the gaping disconnect between policies on human trafficking and the realities of forced labor and migration in the Persian Gulf. To work toward solving this global problem, we need to be honest about what trafficking is—and is not—and to finally get past the stereotypes about trafficked persons so we can really understand the challenges migrant workers are living through every day.

Book excerpt: Popular representations of third-world sex workers as sex slaves and vectors of HIV have spawned abolitionist legal reforms that are harmful and ineffective, and public health initiatives that provide only marginal protection of sex workers' rights. In this book, Prabha Kotiswaran asks how we might understand sex workers' demands that they be treated as workers. She contemplates questions of redistribution through law within the sex industry by examining the political economies and legal ethnographies of two archetypical urban sex markets in India. Kotiswaran conducted in-depth fieldwork among sex workers in Sonagachi, Kolkata's largest red-light area, and Tirupati, a temple town in southern India. Providing new insights into the lives of these women--many of whom are demanding the respect and legal protection that other workers get--Kotiswaran builds a persuasive theoretical case for recognizing these women's sexual labor. Moving beyond standard feminist discourse on prostitution, she draws on a critical genealogy of materialist feminism for its sophisticated vocabulary of female reproductive and sexual labor, and uses a legal realist approach to show why criminalization cannot succeed amid the informal social networks and economic structures of sex markets. Based on this, Kotiswaran assesses the law's redistributive potential by analyzing the possible economic consequences of partial decriminalization, complete decriminalization, and legalization. She concludes with a theory of sex work from a postcolonial materialist feminist perspective.

In 2004, the US State Department declared Filipina hostesses in Japan the largest group of sex trafficked persons in the world. Since receiving this global attention, the number of hostesses entering Japan has dropped by nearly 90 percent. To some, this might suggest a victory for the global anti-trafficking campaign, but Rhacel Parreñas counters that this drastic decline—which stripped thousands of migrants of their livelihoods—is a setback. Parreñas worked alongside hostesses in a working-class club in Tokyo’s red-light district, serving drinks and entertaining her customers. While the common assumption has been that these hostess bars are hotbeds of sexual trafficking, Parreñas quickly discovered a different world of working migrant women, there by choice, and, most importantly, where none were coerced into prostitution. Illicit Flirtations calls into question the US policy to broadly label these women as sex trafficked. It highlights how in imposing top-down legal constraints to solve the perceived problems—including laws that push dependence on migrant brokers and measures that criminalize undocumented migrants—many women become more vulnerable to exploitation, not less. Book excerpt: Street Corner Secrets challenges widespread notions of sex work in India by examining solicitation in three spaces within the city of Mumbai that are seldom placed within the same analytic frame—brothels, streets, and public day-wage labor markets (nakas), where sexual commerce may be solicited discretely alongside other income-generating activities. Focusing on women who migrated to Mumbai from rural, economically underdeveloped areas within India, Svati P. Shah argues that selling sexual services is one of a number of ways women working as laborers may earn a living, demonstrating that sex work, like day labor, is a part of India's vast informal economy. Here, various means of earning—legitimized or stigmatized, legal or illegal—overlap or exist in close proximity to one another, shaping a narrow field of livelihood options that women navigate daily. In the course of this rich ethnography, Shah discusses policing practices, migrants' access to housing and water, the idea of public space, critiques of states and citizenship, and the discursive location of violence within debates on sexual commerce. Throughout, the book analyzes the epistemology of prostitution, and the silences and secrets that constitute the discourse of sexual commerce on Mumbai's streets.

The Sexual Politics of Asylum emerges from a 2 year long ethnography, which explores the experiences of 60 gender and sexual minority refugees in the UK. Bringing previously unheard stories to the forefront, this enlightening volume challenges dominant notions about the construction of sexuality and gender as an instrument for claiming rights in a world shaped by postcolonial relations. Giametta first examines why the migratory experience of the studied migrants is located within a set of humanitarian-inflected discourses that privilege suffering and trauma. This is then followed by an assessment of the respondents’ biographical accounts, which consequently uncovers how being situated in liminal socio-political and legal interstices produces precarious forms of life. Whilst the topic of asylum for gender and sexual minorities has attracted wide media coverage over the past decade, there persists a lack of academic attention to the complex experiences of these refugees. We all know they’re exploited, so it’s better to go with them, otherwise they’ll be slaughtered!” These two tough excerpts from interviews with clients of foreign prostitution stress the core point of this work: There seems to be a different view, a different logic that moves these men in their search for commercial sex. This is the focus of the discussion and the main reason for this volume. We have attempted to study the phenomenon of trafficking from a different and innovative perspective: the demand. Trafficking in human beings for sexual exploitation (and not only) has involved all the European Union and more in general Western European countries in the past twenty years.
