Book excerpt: The high rates of international migration among the Albanians were also associated by migration of the skilled and highly-skilled driven mainly by economic reasons. This phenomena known as the “brain drain” has recently been one of the most common concerns in Albania, but despite the vast theoretical literature on the consequences of brain drain for developing countries, and the possibility of brain gain, the dedicated research on this topic has been very scarce, especially on the determinants of the brain drain. Regarding this latter topic, a few decades ago the key question was posed by Portes (1976) at the individual level, why do some highly skilled individuals within a country leave, while others stay. Moreover, amongst those who go, why do some return? Such an analysis may provide a first step towards understanding the potential of international migration of the (highly) skilled, the characteristics of the future skilled migrants and the factors that influence their migration decisions. Furthermore, it will help to provide more practical and detailed policy tools. This paper addresses the answer to the first question attempting to explain what determines international migration of the Albanian university graduates. The evidence is drawn from a new survey designed to study the individual level micro and macro-economic determinants of the brain drain. The study is focused on a sample of 1210 last year students of 14 public and private universities in 8 cities in Albania. The survey asks detailed questions on intentions to migrate and return on a range of different push and pull factors and their importance. These factors include individual and family characteristics, migration experience and networks, destination countries, as well as aims, incentives and barriers to international migration at the micro and macro level. Using these data we measure the probability of international migration of the most educated individuals in our country, and examine which characteristics predict their migration. Our results suggest that the determinants of intentions to migrate are of individual, family and macro nature.

'Migration and Skills: The Experience of Migrant Workers from Albania, Egypt, Moldova, and Tunisia' aims to unravel the complex relationship between migration and skills development. Based upon extensive field surveys carried out by the European Training Foundation and joint analysis of data with the World Bank, the book paints a precise picture of potential and returning migrants from four very different countries two traditional (Egypt, Tunisia) and two new (Albania, Moldova) sending countries. It describes the skills these migrants possess, the extent to which migrants are able to use their skills and training while abroad, and the impact that the experience of migration has on their skills development. The book also offers suggestions on how the governments of countries sending migrants and countries receiving them could move towards more eff ective policies for managing legal migration flows. Policies that address the increasingly circular nature of migration benefit all parties involved. By studying the phenomenon of migration in detail, 'Migration and Skills: The Experience of Migrant Workers from Albania, Egypt, Moldova, and Tunisia' seeks to promote a better understanding of the human faces behind migration: who they are and what they can offer, both to their host countries and their origin countries to which they return.

Book excerpt: This open access book draws on award-winning cross-generational research comparing the complex and life-changing processes of settlement among Albanian migrants and their adolescent children in three European cities: London (UK), Thessaloniki (Greece), and Florence (Italy). Building on key concepts from the social sciences and migration studies, such as identity, integration and transnationalism, the author links these with emerging theoretical notions, such as mobility, translocality and cosmopolitanism. Ethnic identities, transnational ties and integration pathways of the youngsters and adults are compared, focusing on intergenerational transmission in particular and recognizing mobility as an inherent characteristic of contemporary lives. Departing from the traditional focus on the adult children of settled migrants and the main immigration countries of continental North-Western Europe, this study centres on Southern Europe and Great Britain and a very recently settled immigrant group. The result is an illuminating early look at a second generation “in-the-making”. Indeed, the findings provide ample grounds for pragmatic and forward-looking policy to enable these migrant-origin youngsters, and others like them, to more fully attain their potential. The book ends with a call to reassess the term “second generation” as it is currently used in policy and scholarly works. Children of migrants seldom see themselves as a particular and homogeneous group with ethnicity as an intrinsic identifying quality. More importantly, they make use of all the limited resources at their disposal, and view their integration processes through broader geographies – showing sometimes a cosmopolitan orientation, but also using localized reference points, such as the school, city, or urban neighbourhood.

Book excerpt: In view of its increasing importance, and the dearth of information on return migration and its impacts on source households, this study uses data from the 2005 Albania Living Standards Measurement Study survey and assesses the impact of past migration experience of Albanian households on non-farm business ownership through instrumental variables regression techniques. Moreover, considering the differences in earning potentials and opportunities for skill acquisition in different destination countries, the impact of household past migration experience is differentiated by main migrant destinations, namely Greece and Italy. The study also tests for the hypothesis of the existence of migration cycles, by differentiating the time spent abroad based on the year of return. The empirical results indicate that household past migration experience exerts a positive impact on the probability of owning a non-farm business. While one additional year in Greece increases the probability of household business ownership by roughly 7 percent, a similar experience in Italy or further destinations raises the probability by over 30 percent. Although past migration experience for the period 1990-2000 is positively associated with the likelihood of owning a household enterprise, a similar impact does not materialize for the period 2001-2004. The latter finding seems suggestive of the fact that more recent migrants are yet to attain a target level of required savings and skills in order to successfully establish a new business upon return.

In this paper, we use original data from Albania on mobility intentions and elicited risk aversion to provide causal estimates on this relationship. Our identification strategy relies on the occurrence of two earthquakes during data collection that unambiguously led to upward shifts in risk aversion as shown in a companion paper (Beine et al., 2021). While Logit estimates fail to capture a (negative) relationship between risk aversion and emigration intention, a Control Function strategy using the two earthquakes as instruments uncovers such a relationship. We argue that our results highlight a new channel through which risk preferences explain the trapped population phenomenon documented in the climate change and migration literature.

Book excerpt: This paper examines the causes and dynamics of the shift in the gender composition of migration, and more particularly, in the access of women to migration opportunities and decision making. The context of the analysis is Albania, a natural laboratory for studying migration developments given that out-migration was practically eliminated from the end of World War II to the end of the 1980s. The authors use micro-level data from the Albania 2005 Living Standards Measurement Study including migration histories for family members since migration began. Based on discrete-time hazard models, the analysis shows an impressive expansion of female participation in international migration. Female migration, which is shown to be strongly associated with education, wealth, and social capital, appears responsive to economic incentives and constraints. Yet, using unique data on the dependency of female migration to the household demographic structure as well as the sensitivity of female migration to household-level shocks, the authors show that it is the households themselves that are the decision-making agents behind this economic calculus and there is little to suggest that increased female migration signals the emergence of female agency.

Book excerpt: Dr. Albert Schmid President of the Federal Office for Migration and Refugees According to the United Nations, about 200 million people of the estimated world population of 6.8 billion are international migrants – that corresponds to about three per cent of the total world population. The proportion of international migrants in the global population has increased only marginally in the last 40 years. But, as a result of global population growth, the absolute number of migrants has increased, and their structure and spatial distribution has changed considerably. A structural shift has taken place primarily in the industrialised countries, where less than 20 per cent of the global workers are now living, but where more than 60 per cent of all migrants worldwide reside. Since 1990, more than 16 million people have moved to Germany, while about 11 million have left the country in the same period. Altogether, 15 million people of international migration origin are living in Germany, comprising almost 19 per cent of Germany’s current population of 82 million. At the end of 2006, about 64 million people out of Europe’s population of 732 million, or nine per cent, lived in a European country they were not born in. But why does anybody migrate at all? People decide to leave because, in general, they expect to find better conditions and opportunities in other countries or regions.
