Book excerpt: This book examines the making and breaking of peripheral selves in and from postsocialist Bosnia in an empirically rich self-reflexive account of politico-economic and ideological developments. Through world systems and postcolonial theory, historical and new materialist optics, discursive and affective analytical registers, and various qualitative methodological choices, the author analyzes peripheral subjectivity in connection to global proletarianization, as well as past and present resistance via social and personal movement(s). She refers to past Yugoslav socialist and anticolonial struggles as well as more recent ones, including the social justice and feminist collective, engaging with workers’ and women’s struggles in postwar Bosnia and the Justice for David movement. Finally, she analyzes the lives of new third-wave Bosnian migrants to Germany post-2015, placing them in juxtaposition with non-European migrants in Bosnian reception centers and exposing labor and race, border struggles and market as new variables for studying selves in this particular context. Writing about “situated knowledge” and “politics of location,” the author stresses the importance of strong affective ties within researcher-researched assemblages urging for deeper coalitions and solidarity among various peripheral, power-differentiated communities. This book will be of interest to readers with backgrounds in linguistics, sociology, post-Yugoslav history, cultural studies and anthropology.

Book excerpt: This book develops a new concept of post-refugee transnationalism to describe experiences of Bosnian refugees who settled in Ireland after fleeing the conflict in 1990s Bosnia and Herzegovina. The book explores their ambivalent relationship with their host and home countries, Ireland and Bosnia, arguing that their current experiences are best described as post-refugee transnationalism. Post-refugee transnationalism is characterised by Bosnians dividing their time between the two countries rather than permanently settling in either and by engaging in summer migrations and diasporic interconnections and affiliations. The book proposes post-refugee transnationalism as different to other instances of transnationalism by stressing its enforced origin provoked by the conflict and institutionalized by the Dayton Peace Agreement. The book combines Foucault’s biopolitics, David Theo Goldberg’s understanding of nation states as racial states and Giorgio Agamben’s expansion on the idea of potentiality, to develop the concept of post-refugee transnationalism.

Forced displacement radically reshapes identity, with results ranging from successful hybridization to feelings of permanent misplacement. This compelling and intimate description of places of pain and (be)longing that were lost during the 1992–95 war in Bosnia and Herzegovina, as well as of survivors’ places of resettlement in Australia, Europe and North America, serves as a powerful illustration of the complex interplay between place, memory and identity. It is even more the case when those places have been vandalized, divided up, brutalized and scarred. However, as the author shows, these places of humiliation and suffering are also places of desire, with displaced survivors emulating their former homes in the far corners of the globe where they have resettled.

Book excerpt: From less than 5 percent in 1980, the share of residents from the former Republic of Yugoslavia in the total foreign population in Switzerland rose to almost 25% in 2000, to become one of the largest foreign communities. The largest increase occurs mostly between 1985 and 1998 and represents a unique development in the composition of immigration to Switzerland, as it coincides with a new policy, which from 1995 gives priority to workers from the European Union for new permits and severely restricts work permits for migrants from the rest of the world. The empirical analysis shows that when there is no discriminatory treatment by immigration policy, immigrant workers from the former Yugoslavia respond to financial and cultural incentives in the same way as their unskilled counterparts from Southern European countries. The restriction on permit availability in the mid-1990s appears to have weakened the financial and cultural attractiveness of Switzerland for immigrants from the former Yugoslavia. This may signal a change in the characteristics of migrants from the region toward higher skill levels.

It is focused on the lives and experiences of a sample of 100 Bosnian families living in Rochester, most of whom have successfully adjusted to a new environment, while facing many religious, cultural, and linguistic challenges. According to the testimony of many Bosnian refugees residing in Rochester, New York, as refugees and newcomers to the city, they faced many challenges including: the language barrier, cultural differences, isolation, fear of being different and not accepted, fear of losing their ethnic and religious identity, prejudice, discrimination, and uncertainty of the future for their children. They also had to overcome inhumane treatment, deportation, grieving, trauma, revenge, forced labor, rape, destruction of cultural and religious monuments, illegal detention, starvation, loss of family members and more. The majority of the participants in this research are Bosnian refugees who fled Bosnia as teenagers or young adults. As such, they were old enough to have formed personal connections to their home culture, religion and language, yet young enough to master and adapt to the systems of an American life. This group must shoulder the burden of fostering solidarity, trust, cultural and religious appreciation among Bosnians in America while simultaneously having to prove their loyalty to their families and their home country. All of this while still facing personal challenges with their older parents, who live either in Bosnia or with them in Rochester. In addition, they face challenges with their own children, who have no memories of living in Bosnia and do not see their religion, language and culture through their parents' lens.

Book excerpt: At the start of the 1990s, there was great optimism that the end of the Cold War might also mean the end of the "refugee cycle" - both a breaking of the cycle of violence, persecution and flight, and the completion of the cycle for those able to return to their homes. The 1990s, it was hoped, would become the "decade of repatriation." However, although over nine million refugees were repatriated worldwide between 1991 and 1995, there are reasons to believe that it will not necessarily be a durable solution for refugees. It certainly has become clear that "the end of the refugee cycle" has been much more complex, and ultimately more elusive, than expected. The changing constructions and realities of refugee repatriation provide the backdrop for this book which presents new empirical research on examples of refugee repatriation and reconstruction. Apart from providing up-to-date material, it also fills a more fundamental gap in the literature which has tended to be based on pedagogical reasoning rather than actual field research. Adopting a global perspective, this volume draws together conclusions from highly varied experiences of refugee repatriation and defines repatriation and reconstruction as part of a wider and interrelated refugee cycle of displacement, exile and return.
