Book excerpt: In Nepal, as in many developing countries, male outmigration from rural areas is significant and is rapidly transforming the sending communities. Using primary data collected from households in rural Nepali communities, this study analyzes the effects of male out-migration from rural agricultural areas on women’s and men’s work on and off the farm. Using an instrumental variable approach to correct for endogeneity related to outmigration, the study finds differential impacts on agricultural labor for the men and women who remain. Men reduce labor in non-farm work without significantly increasing their labor allocation to other activities. Women, on the other hand, increase their work on the farm taking on new responsibilities and moving from contributing family workers to primary farmers. Despite their growing roles as primary farmers, women in households with a migrant do not increase their work in higher value activities, and remain predominantly concentrated in producing staple grai

Book excerpt: As measured by its per-capita income, Nepal is one of the poorest countries in the world, with large parts of its population trapped in poverty within a stunning, but difficult to control natural environment. Under these conditions, since the wake of the 21st century, international labour migration and the associated remittances of large amounts of foreign exchange have rapidly gained influence on the country’s economic and social development, triggered by internal disturbances, in particular economic downturn and political upheavals, as well as external dynamics which boosted an uprising international demand for unskilled labour. While there is hardly any basic dissent about the short- to mid-term Positive growth effect for Nepal’s economy, surprisingly little is known about the consequences of this form of livelihood security at the individual household level, apart from some anecdotal evidence, although neither policy makers nor NGOs may effectively craft their strategies without considering this phenomenon. This book was developed from an Alumni Workshop held in Kathmandu in 2015, where, focusing on this knowledge gap, wide-ranging original research about the consequences of family members’ absence and the receipt of remittances was presented. Moving on from this starting point the authors further elaborated their work to make it accessible to a broader public, and exploitable as a resource for policy making and follow-up research. In addition, this volume includes detailed facts and figures about outmigration from and inflow of remittances to Nepal. With a view to long-term development implications of international migration it also considers the gain of knowledge and access to international academic networks brought into the country by returned scholars. The editor of the volume, Béatrice Knerr, is a professor of development economics, affiliated to the University of Kassel, Germany, where, until 2015, she was heading the Department of Development Economics, Migration and Agricultural Policy (DEMAP). Afterwards she has served as guest professor at the Universidad Autonoma de Yucatan (UADY) in Merida, Mexico, and at the College of Economics of Hue University, Vietnam. Presently she is on contract with the Brawijaya University of Malang, Indonesia, where she is joining research projects on rural development and teaching various modules in the Economics Faculty. As an expert in the implications of labour migration on the development of low- to middle-income countries she has published and edited around 30 books and 100 journal articles and book chapters.

The concept of The Remittance Village emphasises rural people’s transnational mobilities as a key feature of contemporary dynamics in many parts of the Global South, which are reconfiguring rural social, economic and ecological textures. Sunam challenges complacent linear narratives that assume new opportunities such as transnational migration, and remittances provide better pathways for the rural poor to come out of poverty, as well as narratives that understate the importance of land and farming for the rural poor. He demonstrates both that new opportunities are inaccessible for many poor people and that accessing these opportunities often engenders increased precarity and vulnerability. In The Remittance Village, he finds that even those accessing new opportunities are successful only when their household member(s) are simultaneously engaged in in-situ (non-)agricultural activities. This book is a valuable resource for scholars and students from a range of interdisciplinary backgrounds, including human geography, anthropology of development, and sociology. It is also recommended reading for policy makers, international development agencies and I/NGOs working on rural development in the Global South. Book excerpt: The book details the findings of the research conducted in Manapang Village Development Committee of Tanahun District of Nepal focusing on impacts of out-migration in agriculture. A comparative analysis was carried out between migrating and non-migrating households. Findings revealed that the average land holding size, irrigated land holding size, livestock holding, income from agriculture and investment of household income in agriculture were higher in non-migrating households than in migrating households. The marginal value productivity of labour in farm activities was found lesser than wage from non farm activities. The size of abandoned land was found significantly higher in migrating households than that of non-migrating households. Out-migration has significant negative contribution in annual gross agriculture production. High share of the remittances was used for consumption purpose but only 5 percent was used for agriculture purposes. Limited irrigated land, food sufficiency level, livestock holding and income from agriculture were found factors exerting pressure for out-migration.

One result has been the high level of migration and spontaneous land settlement in forest areas in the Nepal Tarai, where prospects for land settlement are still substantial. The work demonstrates how recent state policies emphasizing forest protection seal off this "last" agricultural frontier and subject landless migrants to official intimidation, frequently accompanied by the destruction of their homes and crops and eviction from their settlements.

Book excerpt: Using primary survey data collected in Tajikistan, Nepal and Senegal, three countries with high male outmigration rates, this study analyzes the impacts of migration on the empowerment of women who remain in rural areas. The study uses indicators from the Abbreviate Women’s Empowerment in Agriculture Index (A-WEAI) to measure women’s empowerment in five domains (decision-making autonomy around agricultural production, resources, control over income, group membership and workload) and instrumental variable approaches to address the endogeneity between the migration of a family member and women’s empowerment. It finds that male outmigration leads to women’s empowerment in agriculture in some domains and disempowerment in others. In Tajikistan, where women start with low levels of empowerment, women in households with a migrant are more likely to be involved in decisions in productive activities on the household farm, control income, own assets and achieve workload balance than women in non-migrant households. In Nepal and Senegal, women start at higher levels of empowerment and we see fewer differences in their empowerment based on whether they live in a migrant-sending household. The impacts of migration on empowerment depend on the context, whether the household receives remittances or owns land, and women’s position within the household.
