In May 2004 the European Union will undergo the largest expansion in its history when ten countries -- Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia -- become members. The number of new members and their diversity make this "big bang" enlargement particularly challenging. Not only do these countries vary widely in language, culture, and geography, but also their per capita income is less than half that of existing members. EU officials believe that expanded integration will serve the EU's objectives of peace, stability, prosperity, and democracy; but the less abstract questions of costs and benefits of enlargement are more complex. Each of the chapters in this CESifo volume addresses a different aspect of EU expansion. The contributors, all leading international practitioners and scholars, consider such topics as the effect of euro zone expansion on European Central Bank monetary policy making; using the euro as an external anchor for a national currency; worker migration and income differentials; the Swiss experience with immigration policy in a direct democracy framework; detailed sector analysis using a computable general equilibrium model of the world economy; investment and job creation and destruction in incumbent member countries; and the asymmetric effects of enlargement on high- and low-income incumbent countries. Book excerpt: The initial enthusiasm of many EU citizens at the 'return to Europe' of former members of the Soviet bloc has turned to anxiety at the realization of the possible adverse consequences of enlargement. Potential undesirable effects of enlargement, in particular for labour markets and social conditions, can be met by appropriately designed policies which are so far not in place or planned. Rather than legitimizing such fears, politicians and policy-makers must dispel them by leading the EU and its members to adopt these measures. Enlargement also offers the EU a window of opportunity to accelerate unavoidable reforms of structural policies, agricultural policies and their financing. These are the premises of this new CEPR Policy Paper. The authors outline the key economic and social implications of the prospective accession of the Central and East European countries into the European Union and propose policy recommendations for EU enlargement.

This sets a number of restrictions to its capability to explain empirical economic phenomena. A huge part of the scientific discourse takes place within this equilibrium framework. This is also true for new approaches like e.g. the New Economic Geography and models operating with market structures of oligopoly. This is why it is a courageous effort to try to cross the apparently unalterable borders set by equilibrium modelling. Most certainly this cannot be an end in itself. Especially the pure theory of international economics is still in many fields lacking adequate possibilities to deal with phenomena in space and time. These two dimensions have in common that they make the introduction of specific facets of movement, change, evolution - and therefore "mobility" - possible. Besides this "dynamic" component a point of view that includes space and time challenges us to find new possibilities to model heterogeneous agents. If these ideas are not so revolutionary in their content, the attempt to introduce them into a formal model is a big challenge. Moreover, it poses the question about the role of a theory of "international" economics in such a wider framework.
