The book covers different aspects of life in the host country, including the family dimension, the labour market and political participation as well as social integration. The book also takes into account the chronological dimension of migration by considering the migrants’ arrival, their stay, and their expectations regarding return. Through applying conclusions drawn from the Swiss context to the migration literature on other European and high-income countries, this book contributes to new knowledge on current migration processes in high-income countries. As such it will be a valuable reference work to scholars and students in migration, social scientists and policy makers.

Book excerpt: This open access book analyses the strategies of migration intermediaries from the public and private sectors in Switzerland to select, attract, and retain highly skilled migrants who represent value to them. It reveals how state and economic actors define “wanted immigrants” and provide them with privileged access to the Swiss territory and labour market. The analysis draws on an ethnographic study conducted in the French-speaking Lake Geneva area and the German-speaking northwestern region of Switzerland between 2014 and 2018. It shows how institutional actors influence which resources are available to different groups of newcomers by defining and dividing migrants according to constructed social categories that correlate with specific status and privileges. This research thus shifts the focus from an approach that takes the category of highly skilled migrant for granted to one that regards context as crucial for structuring migrants’ characteristics, trajectories, and experiences. Beyond consideration of professional qualifications, the ways decision-makers perceive candidates and shape their resource environments are crucial for constructing them as skilled or unskilled, wanted or unwanted, welcome or unwelcome.

Book excerpt: With more than 20 percent, Switzerland is one of the countries with the largest foreign population. Since 1970 the government has tried to manage the flows of migrants in the hope of reconciling a chronic excess demand for labor with mounting pressures from nationalistic groups to control the level of foreign population. A policy of quotas on work permits has been effective in controlling the entry of new workers. Nevertheless, the overall dynamic of the system has led to an ever-increasing share of newcomers not covered by quotas. Because of institutional and economic changes, the outflow did not react to economic incentives as the government expected. Hence, at the beginning of the 21st century, the link between the instruments of immigration policy and its goal has become very weak and the level of foreign population is at an all time high. However, a new era has begun with an agreement on free mobility with European Union and European Free Trade Area (EFTA) countries.

Book excerpt: This study examines the incidence and determinants of over- and underqualification among documented migrant workers in the Swiss labour market using cross-matched data from two sources of comprehensive information. At the same time, our statistical analysis aims at investigating the existence of gender differences in terms of brain waste. The main findings show firstly that the incidence of job-education mismatch is higher among first generation immigrants. Secondly, the duration of residence in the host country plays an important role in the probability of being over- or underqualified. Thirdly, our results support the relatively disadvantaged situation of immigrant women with young children in finding a job commensurate with their education. The conclusion gives some policy recommendations on how to make the best possible use of foreign qualifications of documented migrant workers and avoid any form of deskilling in the host labour market.

The book examines the two dimensions of integration being access to the labour market (which, translated into a rights language means the right to work) with its corollaries (recognition of qualifications, vocational training, etc.), and non-discriminatory working conditions (which, translated into a rights language means right to both formal and substantial equality) and its corollaries of benefits and duties deriving from joining the labour market. It thereby offers a novel approach to labour market integration and migration/asylum issues given its focus on legal aspects, which includes most recent policy changes and legal decisions (including litigation cases). The robust, evidence-based and comparative research illustrated in the book provides academics and students, but also practitioners and policy makers, with up to date knowledge that will likely impact positively on policy changes needed to better address integration conundrums.

Due to several unique factors, this in-depth case study provides a basis for understanding transnational migration in a wider European context. Bulgarians represent a fairly small community within Switzerland, and are quite scattered throughout the country. They come from various regions in Bulgaria with very different socio-economic profile. In Switzerland, apart from differences in linguistic regions and the federal system, there are significant regional disparities, providing a variety of contexts for exploring this transnational migration, causes and consequences. The first part of the book analyses who migrates and why, addressing regional disparities within Bulgaria. The text explores the impact of economic differences, educational background, and other factors that play into immigrants’ motivations to move. The next part of the book examines different migratory movements and transnational practices between Switzerland, Bulgaria, and other destination countries for Bulgarian immigrants. It addresses larger socioeconomic shifts and resulting impacts at individual, household, community, and national levels. Finally, the book assesses all of these factors within the context of shifting immigration policies. This work draws on mixed-method empirical research conducted in both countries over a three-year period, analysed within four major frameworks: transnationalism and migrant networks, social inequality, regional disparities and development, and immigration policies.
