Book excerpt: Consolidating public school districts is a well-documented phenomenon. Small, rural districts have often been the targets of consolidation. The rationale for merging districts is grounded in economy of scale theory, which presumes that larger enrollment produces educational advantages and efficient per-pupil resource expenditure. Some oppose consolidation citing support for smaller, community-based schools. Though trends, economic factors, and legislation may compel districts to consider consolidation, some manage to remain independently sustainable. The research question is, How have small, rural public school districts that have considered consolidating with one or more other school districts remained independent and sustainable? In a collective case study, eight small, independent Midwestern rural public school districts were examined using qualitative data obtained through semi-structured interviews of superintendents and supporting documents. Inquiry focused on finances, student services, district structure and human resources, and community investment. Data was evaluated via thematic content analysis with the intent that other districts seeking to remain independent can learn from their peers. Four common themes emerged: gains experienced due to open enrollment, community passing of levies and bond referendums, opportunities for collaboration to provide a competitive product, and efficiency in the use of financial and capital resources. The implication is that advantageous conditions supporting these themes can contribute to district independence and sustainability, though what works for one district may not for another.
