Wight offers a new framework for understanding the course of Middle East–US relations during the 1970s and 1980s: the transformation of the US global empire by Middle East petrodollars. During these two decades, American, Arab, and Iranian elites reconstituted the primary role of the Middle East within the global system of US power from a supplier of cheap crude oil to a source of abundant petrodollars, the revenues earned from the export of oil. In the 1970s, the United States and allied monarchies, including the House of Pahlavi in Iran and the House of Saud in Saudi Arabia, utilized petrodollars to undertake myriad joint initiatives for mutual economic and geopolitical benefit. These petrodollar projects were often unprecedented in scope and included multibillion-dollar development projects, arms sales, purchases of US Treasury securities, and funds for the mujahedin in Afghanistan. Although petrodollar ties often augmented the power of the United States and its Middle East allies, Wight argues they also fostered economic disruptions and state-sponsored violence that drove many Americans, Arabs, and Iranians to resist Middle East–US interdependence, most dramatically during the Iranian Revolution of 1979. Deftly integrating diplomatic, transnational, economic, and cultural analysis, Wight utilizes extensive declassified records from the Nixon, Ford, Carter, and Reagan administrations, the IMF, the World Bank, Saddam Hussein's regime, and private collections to make plain the political economy of US power. Oil Money is an expansive yet judicious investigation of the wide-ranging and contradictory effects of petrodollars on Middle East–US relations and the geopolitics of globalization.

Since ‘black gold’ catapulted the oil-producing countries into the limelight of the international political and economic scene, there has been a proliferation of studies on the larger exporting states. However, many of the so-called ‘small countries’ have been neglected in this exercise. This book presents the first detailed examination of the bases and extent of economic development in Qatar and considers the need to translate the petroleum-generated growth into viable, self-sustained development. Qatar, though not one of the oil ‘giants’, was first in the field of oil development and exhibits a number of special features not shared by its Gulf neighbours: for example in pre-oil boom days it was already in advance of many other Gulf states in the field of education; it has a modest agriculture sector and there is a comparatively strong attachment to the land; and finally it has played an important role in OPEC as a member of the ‘moderate price’ camp. The individual chapters trace the development of the oil industry, outline public financing and economic policy and sketch the issues involved in industrialisation, absorptive capacity and agricultural development. Examination is made of the social and physical infrastructure as well as money and banking, and the international linkages in trade, foreign aid, economic cooperation efforts and investment opportunities are elucidated. Planners in Qatar know that their revenue base in petroleum is finite, and thus investment of present surplus needs careful planning. The book therefore also outlines current government priorities and suggests areas for future investments. First published in 1979.

Book excerpt: The constraints that external linkages impose on domestic policy choices in Saudi Arabia have continuously evolved over the past four decades. This paper argues that two major ongoing developments in particular have affected and will continue to affect policy trade-offs. First, growing oil needs of emerging market economies (EMEs), and specifically those of developing Asia, have strengthened economic links between the Far East and Saudi Arabia. Second, financial sector development in Saudi Arabia has gradually strengthened the monetary transmission mechanism. The former implies the increased importance of developing Asia’s growth cycle for the Saudi economy, while the latter suggests greater influence of U.S. monetary policy on the non-oil economy through the peg to the U.S dollar. As a result, divergence between the growth cycles in developing Asia and the United States has the potential to increasingly generate tension between policy objectives in Saudi Arabia.
