But fatigue with America’s ‘forever wars’, as well as more nuanced financial and strategic reasons, has inclined the public and policy community to favour reducing US global military activities and overseas presence. In this Adelphi book, Jonathan Stevenson argues that this desire does not necessarily translate into sound strategy. Overseas bases are a key element of the reassurance required to resurrect and bolster America’s reputation among its allies and adversaries. Meanwhile, strategic imperatives and geopolitical realities impose restraints in every theatre. The fluidity prevailing in the Middle East and Indo-Pacific counsels maintaining forward-deployed forces there at roughly the current level. Russia’s confrontational posture towards NATO and invasion of Ukraine, as well as NATO’s short- and medium-term reliance on US capabilities, require the American presence in Europe to increase and expand eastward. The US should not commit itself to a foreign policy that is heavy on forward-deployed military power and light on diplomacy. But paradoxically, reducing forward military presence may not be consistent with a policy that is less focused on military power as a means of achieving stability and security.

Mustafa Kemal Atatürk, Turkey's founding president, is almost universally credited with creating a Turkish national identity through his revolutionary program to "secularize" the former heartland of the Ottoman Empire. Yet, despite Turkey's status as the lone secular state in the Muslim Middle East, religion remains a powerful force in Turkish society, and the country today is governed by a democratically elected political party with a distinctly religious (Islamist) orientation. In this history, Gavin D. Brockett takes a fresh look at the formation of Turkish national identity, focusing on the relationship between Islam and nationalism and the process through which a "religious national identity" emerged. Challenging the orthodoxy that Atatürk and the political elite imposed a sense of national identity from the top down, Brockett examines the social and political debates in provincial newspapers from around the country. He shows that the unprecedented expansion of print media in Turkey between 1945 and 1954, which followed the end of strict, single-party authoritarian government, created a forum in which ordinary people could inject popular religious identities into the new Turkish nationalism. Brockett makes a convincing case that it was this fruitful negotiation between secular nationalism and Islam—rather than the imposition of secularism alone—that created the modern Turkish national identity.

Book excerpt: Few works of history make as well-structured a case for the importance of studying continuity, rather than change, than Albert Hourani's A History of the Arab Peoples. Hourani’s work had three major aims: to refute the idea that Arab society stagnated between 1000 and 1800; to study the period through the lens of diverse Arab, rather than Muslim, history; and to stress intellectual and cultural continuity. All of these intentions were the product of the author’s evaluation of a great mass of secondary sources, many of them devoted to arguing for ideas that contradicted his, and it demanded considerable skill to synthesize from them a coherent and well-evidenced counter-argument. Hourani was able to do this largely because his grasp of the relevance and adequacy of his predecessors' arguments was second to none; his achievement lies in his ability to reject the reasoning of other historians while still making good use of their evidence. In this task, he was aided by an interpretative skill almost equal to his powers of evaluation; A History of the Arab Peoples is also a monument to the importance of properly understanding the meaning of available evidence.
