Of all the social relationships that exist in the countryside in contemporary poor countries, and which have existed in the past in ‘developed’ countries, that of share tenancy is among the most significant and the most fascinating. It is, and has been, geographically widespread, varied in its manifestations, and historically tenacious. Sharecropping has been singled out frequently in land reform programmes as a candidate for elimination. Yet it persists, often in disguised form. It raises difficult theoretical issues, which have attracted the attention of some of the outstanding economists—from Adam Smith, through John Stuart Mill, Karl Marx, and Alfred Marshall—and which remain contentious. Sharecroppers, moreover, have sometimes been involved in important political movements in the countryside. This, too, has given rise to considerable debate. In this double special number of the Journal of Peasant Studies, these varied issues are given extensive and rigorous treatment within a predominantly political economy framework. Sharecropping and sharecroppers are examined both in general terms, in a number of theoretical contributions, and in a rich variety of regional contexts, in which their specific manifestations emerge.

If democracy is the supposed panacea for the developing world, why have Southeast Asian democracies had such uneven results? In exploring these questions, political scientist Erik Martinez Kuhonta argues that the realization of equitable development hinges heavily on strong institutions, particularly institutionalized political parties and cohesive interventionist states, and on moderate policy and ideology. The Institutional Imperative is framed as a structured and focused comparative-historical analysis of the politics of inequality in Malaysia and Thailand, but also includes comparisons with the Philippines and Vietnam. It shows how Malaysia and Vietnam have had the requisite institutional capacity and power to advance equitable development, while Thailand and the Philippines, because of weaker institutions, have not achieved the same levels of success. At its core, the book makes a forceful claim for the need for institutional power and institutional capacity to alleviate structural inequalities.

Buying Social Justice analyses how governments in developed and developing countries use their contracting power in order to advance social equality and reduce discrimination, and argues that this approach is an entirely legitimate, and efficient means of achieving social justice. It also examines the impact of international and regional regulation of the international economy, and questions the extent to which the issue of procurement policy should be regulated at the national, European or international levels. The role of EC and WTO law in mediating the tensions between the economic function of procurement and the social uses of procurement is discussed, and the outcomes of controversies concerning the legitimacy of the integration of social values into procurement are analysed. Buying Social Justice argues that European and international legal regulation of procurement has become an important means of accentuating the positive and eliminating the negative in both the social and economic uses of procurement.
