Book excerpt: The interrelationships of the United States and Japan with Micronesia, a U.S. dependency, and Papua New Guinea, a newly independent nation, are the focus of this study. The authors demonstrate that dependence does not by any means automatically terminate by virtue of a legal change in political status. To a surprising extent, Micronesia (the last UN trusteeship) and independent Papua New Guinea depend for their very survival on the United States and Japan. The authors point out that the interests of the United States and Japan in this region too often–and unnecessarily–operate in isolation from one another and in direct conflict. Cooperative U.S.-Japanese efforts are vital in this area; whatever plans are made for the region, they must be island-specific, culturally congruent, politically sensitive, and economically viable.

Surprisingly, though, for several decades the topics of culture in international relations has been largely ignored. Only recently an increasing interest has (re-)emerged in how world politics is affected by cultures, i.e. by collectively shared perceptions, norms and beliefs. Culture in World Politics contributes to this development by presenting a variety of ways in which the roles of cultures in world politics can be studied. A major aim of the book is to highlight alternative ways of thinking about the effects of culture on international relations, and to stimulate discussion on the relative merit of these various approaches. The book also shows the relevance of cultural studies for understanding two areas often assumed to be free of cultural influences: international violence, and the international political economy. The contributions not only include insightful theoretical discussions, but also show how illuminating empirical analyses can be undertaken with the help of cultural theories.

Long regarded by the USA as an American lake, the Pacific was now a focus of competition between the superpowers. The USSR, whose nuclear-arms navy was limited to their north Pacific ports, now had a major new naval base at Cam Ranh Bay in Vietnam. In response to this new threat, the Americans were planning more urgently for nuclear war in the Pacific, adding to their own mighty arsenal in the region and taunting the Soviets with aggressive surveillance and military exercises. The Soviets did the same. For 40 years, Pacific Islanders have had cause to resent the use of their ocean as a nuclear playground: of the five nuclear powers, three – the USA, USSR and China – launched missiles into the Pacific for text purposes; two – the USA and Britain – exploded nuclear devices there but had stopped; and one, France, continued to test nuclear bombs in one of its colonies. Pacific Islanders now have cause to fear that the ocean is becoming a nuclear battleground. Originally published in 1987, this book tells the story of the nuclear men in the Pacific and of those people they ‘displaced’ and irradiated. It is also about what these people and their governments had begun to do in response. The nuclear issue had transformed the political landscape of Micronesia and the South Pacific in the 1980s, loosening the US grip and making the French increasingly unpopular. The people of these remote communities, largely forgotten or considered dispensable, had a nuclear past made for them. Now they want to make their own future.

After the end of World War II many emerging countries in the Third World achieved independence through various negotiations or struggles with their former colonial powers and built new relationships with their erstwhile rulers. However, after Japan’s defeat, Taiwan and Nan’yō Guntō became ruled by new foreign governments. How did Japan’s reign and transplanted Japanese culture affect the formation of historical awareness and cultural construction of present-day communities in these two regions? This book provides a fascinating ethnographic insight into the effects of empire and colonisation on the historic imagination, which will be of great interest to historical anthropologists of Taiwan, Japan, and the Pacific.

Book excerpt: After World War II, the United States assumed responsibilities for the Northern Mariana Islands, the Caroline Islands, and the Marshall Islands under a 1947 trusteeship agreement with the United Nations. The United States had the obligation to prepare these Micronesians for self-government or independence after termination of the trusteeship, but the Interior, State, and Defense Departments paid little attention to this question until 1961. Willens and Siemer examine the Kennedy administration's formation of a new Micronesian policy aimed at bringing these islanders under U.S. sovereignty by 1968, the inability of the federal agencies to achieve this objective, and their refusal to acknowledge that the Northern Marianas people had very different economic and political aspirations than the other Micronesians. By 1969, the Micronesian leaders—except for those of the Northern Marianas—were increasingly attracted to a future political status that rejected United States citizenship and had most of the attributes of a sovereign nation-state. Willens and Siemer analyze the initial negotiations between United States and Micronesian representatives, the inability of the United States to respond positively to the demands of the Micronesian negotiators, and the national defense and strategic objectives at issue. By April 1972, the United States recognized that its non-fragmentation policy conflicted with the right of self-determination of the Northern Marianas people and agreed to separate status negotiations with them. A detailed review of recent Micronesian history that will be of considerable value to U.S. government officials involved with insular affairs and foreign policy and scholars and researchers of Micronesian, Pacific islands, and Marianas affairs.
