Book excerpt: This case study examines how the work of these two organizations combines microfinance with larger goals of social justice and political empowerment; how it offers an important alternative to the prevailing microfinance paradigm in addressing poverty and inequality.This study analyzes the opportunities and synergies, challenges and tensions, of blending microfinance and community organizing in developing a women-led poor people's movement. It looks in particular at two organizations---an NGO, Dialogue on Shelter for the Homeless (known as Dialogue), and an organization of squatter settlers, the Zimbabwe Federation of Homeless People (known as the Federation). The two organizations work together using local savings and credit groups as a tool for organizing squatter communities. In addition to savings and credit, their model emphasizes community participation, peer learning and political action. The ultimate goal of this process is to open political space so that poor groups can negotiate directly with local and national governments and NGOs in order to address their basic needs (which centre around land and housing).Over the past decade, donors and international NGOs concerned with poverty alleviation have increasingly concentrated on supporting microcredit and microfinance initiatives; providing credit to the poor to assist them in developing income-generating activities. As the microfimance movement has matured, more and more emphasis has been placed on developing sustainable financial institutions and ensuring that loans are repaid. At the same time as microfinance institutions become larger and more bureaucratic there is a danger that issues of social justice, gender equity and income redistribution will become sidelined and that community participation will be focused only on economic goals.

Book excerpt: With 7 million borrowers and US$5.4 billion in outstanding loans in 2012, the Viet Nam Bank for Social Policies (VBSP) is the largest single microcredit lender in the world. We measure the impact of VBSP lending and seek to answer the question of whether continued subsidies to the bank, which amount to about 2 percent of the value of its loans, are justified. VBSP grew particularly rapidly between 2004 and 2008, when its share of total loans in Viet Nam rose from 10 to 27 percent, and by 2008 an estimated two-fifths of its loans were ostensibly used for directly productive purposes. Using data from a panel of 1,846 rural households interviewed in 2004, 2006, and 2008 as part of the Viet Nam Household Living Standards Survey, we estimated the impact of VBSP lending on consumption and income per capita, as well as self-employment earnings. Both an intention-to-treat model with fixed effects, and a quantity-of-credit model with fixed effects and using instrumental variables, show significant or close to significant impacts of VBSP microloans on consumption and income, but our data do not have enough power to determine whether this mainly works via agricultural or nonagricultural self-employment income. Without VBSP, the rural poverty rate would have been 0.7 percentage points higher in 2008 than it actually was. The subsidy is likely justified, given the evidence and scale of the positive impact of VBSP loans on consumption spending and the concentration of benefits among poorer households in Viet Nam.

Book excerpt: This paper discusses the progress that Vietnam has made toward meeting a core set of development goals that the government recently adopted as part of its Comprehensive Poverty Reduction and Growth Strategy (CPRGS). These goals are strongly related to the Millennium Development Goals (MDGs), but are adapted and expanded to reflect Vietnam's national challenges and the government's ambitious development plans. For each Vietnam Development Goal, the authors describe recent trends in relation to the trajectories implied by the MDGs, outline the intermediate targets identified by the government, and discuss the challenges involved in meeting these. Relative to other countries of similar per capita expenditures, Vietnam has made rapid progress in a number of key areas. Poverty has halved over the 1990s, enrollment rates in primary education have risen to 91 percent (although there is a quality problem), indicators of gender equity have been strengthened, child mortality has been reduced, maternal health has improved, and real progress has been made in combating malaria and other communicable diseases. In contrast, Vietnam scores worse than other comparable countries in the areas of child malnutrition, access to clean water, and combating HIV/AIDS. A number of important crosscutting issues emerge from this analysis that need to be addressed. One such challenge is improving equity, both in terms of ensuring that the benefits of growth are distributed evenly across the population and in terms of access to public services. This will involve addressing the affordability of education and curative health care for poor households. Improvements in public expenditure planning are needed to align resources better to stated desired outcomes and to link nationally-defined targets to subnational planning and budgeting processes. There is also a need to address capacity and data gaps which will be crucial for effective monitoring. This paper--a product of the Poverty Reduction and Economic Management Sector Unit, East Asia and Pacific Region--is part of a larger effort in the region to help governments move toward outcome-based planning for poverty reduction.

Book excerpt: January 2001 Much of the qualitative research about poverty in Vietnam over the past 8 to 10 years was overlooked by policymakers, who tended to view it as "unscientific" and lacking in credibility. So why did the four participatory poverty assessments implemented in 1999 grab their attention? The year 1999 was important for poverty-related research and policy development in Vietnam. The General Statistics Office had collected household data in the second Vietnam Living Standards Survey in 1998 and made it available for analysis in 1999. And four participatory poverty assessments (PPAs) were implemented during 1999. Turk's case study describes how government agencies, donors, and nongovernmental organizations collaborated in implementing the PPAs. The considerable amount of qualitative information about poverty produced in Vietnam over the past 8 to 10 years has rarely grabbed the attention of policymakers, who tend to view such information as "unscientific" and lacking in credibility. By contrast, the PPAs implemented in 1999 have been widely circulated, used, and quoted. What was different about those PPAs that led their findings to be brought into local and national policy debates, as previous findings had not been? Working partnerships among donors and nongovernmental organizations were important and helped build consensus on the research findings, but more crucial was the active engagement of government partners from the very early stages. Establishing a Poverty Working Group provided a structure for implementing the PPAs, for feeding analysis through to the poverty assessment, and for keeping government fully involved. The Poverty Working Group now supports the government in drafting its poverty reduction strategy. Strong World Bank leadership, financial support from the U.K. Department for International Development, the technical expertise and commitment of the PPA partner agencies, and the availability of recent high-quality household survey data played an important part in ensuring the PPAs' credibility. This paper--a product of the Hanoi Country Office, East Asia and Pacific Region--is part of a larger effort in the region to encourage greater participation by poor households in policymaking and programming for poverty reduction. Book excerpt: September 1998 The very principles on which Vietnam's highly decentralized, community-based assistance and safety net system is built are threatened by the country's emerging market economy. Increasing household mobility, without which the market system cannot function, especially dictates a rethinking of the foundation of Vietnam's community-based safety net. Under Vietnam's former command economy, lack of household mobility ensured close community and family solidarity, and households belonged to local cooperatives that provided for the welfare of their members. Developing a reliable, effective system of redistributive transfers and safety nets to replace such faltering local institutions will be important if Vietnam is to make a successful transition to a market economy. Van de Walle uses Vietnam as a case study in rapidly assessing the strengths and weaknesses of an existing safety net when data and ex post evaluations are weak. She provides a broad qualitative assessment, identifying key issues on which knowledge must improve. Vietnam's poverty reduction program and safety net would improve, she concludes, through a strengthening of institutional structures and policies, including: * National norms for identifying the poor consistently across regions. * Survey and other instruments with which to consistently measure and monitor local needs and program performance. * Integration and coordination between subprograms, with well-defined and universal rules for local implementation. * Welfare-maximizing redistribution of resources across space so that everyone is treated equally, regardless of where they live. * More resources and attention to helping households and communities deal with covariate risk. The government's new Hunger Eradication and Poverty Reduction Program-primarily an effort to coordinate policy efforts and resources to improve the safety net's performance and cost-effectiveness-could help improve social protection by focusing on these five areas. Increasing household mobility, without which the market system cannot function, especially dictates a rethinking of the foundation of Vietnam's community-based assistance and safety net system. Household mobility makes it difficult to target the poor and mobilize community resources to help them. Heavy decentralization inhibits Vietnam's ability to provide adequate protection from covariate risks that are rising because of environmental destruction. Addressing this problem will require more national risk pooling and overcoming likely political hurdles to a reallocation of resources to Vietnam's poor and vulnerable. Book excerpt: The microfinance industry has evolved from its earliest roots as a social movement to a multifaceted financial services industry for the poor. The aim of this research is to add to the existing literature by exploring the poverty reduction approach and financial systems approach to microfinance and its implications on poor rural households in Vietnam. It does this through analyzing three main areas: (i) a comprehensive assessment of microfinance in Vietnam; (ii) analyzing the advantages and disadvantages of the poverty reduction and financial system approaches; and (iii) evaluating the impact of access to credit on household poverty reduction in rural Vietnam. It is demonstrated that a wider range of supporting services such as improvements in physical infrastructure, healthcare, education and skill training is necessary to help the poorest out of poverty. The future of microfinance in Vietnam is shifting from subsidized microcredit through large organizations and state development banks to a market-based provision of credit through independent NGOs. This research finds that the market systems approach may increase financial burdens for poor rural households in Vietnam. Pushing back against the commercialization of microfinance is “responsible finance.” The global financial crisis in 2008 emphasized the importance of accountability, security, and transparency in financial services. Innovative technologies may help reduce the risk of increasing financial burdens on clients while scaling social impact.
