They also play a key role in the development of the economy with their effective, efficient, flexible, and innovative entrepreneurial spirit. The MSME sector contributes significantly to the country’s manufacturing output, employment, and exports and is credited with generating the highest employment growth as well as accounting for a major share of industrial production and exports. The MSME sector in India is highly heterogeneous in terms of the size of the enterprises, variety of products, services and levels of technology. Micro, Small, and Medium Enterprises (MSME) contribute nearly 22 percent of the country’s GDP, 45 percent of the manufacturing output and 40 percent of the exports. They provide the largest share of employment after agriculture. The book is based on a research study conducted in one of the municipal regions of Tamil Nadu. This study aims to bring out the performance, problems, and prospects of Micro Enterprises promoted under Swarna Jayanti Shahari Rozgar Yojana (SJSRY) operating in Tiruppur municipal region of Tamil Nadu. It presents how the micro-enterprises helped the members of self-help groups to come up from poverty. The book also contains the reasons for failure of micro-enterprises.

Book excerpt: Beck, Demirgüç-Kunt, and Levine explore the relationship between the relative size of the small and medium enterprise (SME) sector, economic growth, and poverty using a new database on the share of SME labor in the total manufacturing labor force. Using a sample of 76 countries, they find a strong association between the importance of SMEs and GDP per capita growth. This relationship, however, is not robust to controlling for simultaneity bias. So, while a large SME sector is characteristic of successful economies, the data fail to support the hypothesis that SMEs exert a causal impact on growth. Furthermore, the authors find no evidence that SMEs reduce poverty. Finally, they find qualified evidence that the overall business environment facing both large and small firms--as measured by the ease of firm entry and exit, sound property rights, and contract enforcement--influences economic growth. This paper--a product of Finance, Development Research Group--is part of a larger effort in the group to understand the role of SMEs.

To date, there has not been an independent assessment of the contribution of the MSE development strategy to poverty reduction, job creation and business growth either at the federal or Regional levels. To fill the gap, the Forum for Social Studies (FSS) commissioned this study in 2009 to assess the benefits and long-term sustainability of the strategy as well as the businesses/enterprises that have been set up by the large number of entrepreneurs. The aim is to provide policy inputs that can help create a vibrant and dynamic MSE sector and enhance its potential contribution to the countryís overall development.

Through extensive interviews and case studies of five diverse microenterprise programs in different U.S. regions, Lisa J. Servon examines the potential and limits of these programs. In the late 1980s, the microenterprise strategy came to the United States from less-developed countries such as Bangladesh, where the Grameen Bank flourishes. Since then over 200 programs have opened their doors in nearly every state. This book identifies the current discourse on microenterprises, discusses how this approach represents a departure from traditional economic development and social welfare strategies, and examines the wide range of results. Boot strap Capital tells the story of both the programs and the people who use them. One program, Women's Initiative, targets very low income women in the San Francisco Bay Area and requires all clients to undergo three months of training before they can apply for a loan. Some of the participants are true entrepreneurs; others pursue self-employment because the mainstream economy has failed them. Servon finds that microenterprise programs combat the problem of persistent poverty by serving a broad socioeconomic group and by focusing on the goals of empowerment, economic literacy, and community organization. She shows that microenterprise programs do more to help those who exist at the margins of the mainstream economy than those who are completely cut off from it. She calls for a rethinking of expectations for this strategy, based on the experience of programs and entrepreneurs in this country. This book provides the basis for reframing policy support for these programs.

The political economy model was found to be appropriate in such a case, indicating that the social capital model can be used in combination with other theoretical frameworks.

Despite the phenomenal increase in the physical outreach of formal credit institutions in the past several decades, India's rural poor continue to depend on informal sources of credit. Institutions have also faced difficulties in dealing effectively with a large number of small borrowers whose credit needs are small and frequent and their ability to offer collaterals is limited. Cumbersome procedures and risk perceptions of the banks have left a gap in serving the credit needs of the rural poor. This has led to a search for alternative policies, systems and procedures, saving and loan products, other complementary services, and new delivery mechanisms that would fulfill the requirements of the poor. It is in this context that micro credit has emerged as the most suitable and practical alternative to conventional banking in reaching the hitherto unreached poor population. Micro finance is the provision of a broad range of financial services - such as deposits, loans, payments, money transfers, and insurance - to the low-income households and their micro enterprises. The basic purpose of micro finance is to provide access to financial assistance, including credit to the poor, enabling them to start/expand micro enterprises and break out of poverty. Micro credit helps the poor in making available the credit and other financial services for improving their income and living standards. The micro credit program - which was formally heralded in 1992 with a modest pilot project of linking around 500 Self-help Groups - has made rapid strides in India, exhibiting considerable democratic functioning and group dynamism. The micro credit program in India is now the largest in the world.
