Book excerpt: Many governments in developing countries are making efforts to support the development of micro- and small enterprises (MSEs), as they recognise their important role in employment creation and poverty reduction. However, millions of people who work in MSEs are paid low incomes, have little or no social protection and are exposed to dangerous working conditions. This paradox stems from a policy and regulatory environment that should help the development of MSEs and improve the quality of jobs provided by them, but in practice often establishes biases and stifles growth. Based on studies carried out in Chile, Guinea, Pakistan, Peru, South Africa, Tanzania and Vietnam, this book looks beyond MSE promotion initiatives to analyse the overall policy and regulatory environment. It examines the impact of national business laws and taxation, labour regulations, trade and finance policies; identifies common problems and presents major principles for reform. More than simply helping to create more jobs, this approach aims to help to create more jobs of better quality.

The unemployment problem is rising every year and especially youth unemployment is increasing at alarming rate. The study covers Thimphu area whereby a total of 351 samples were determined for the purpose of the study however the response rate was 82.05% with 288 responds qualifying for the analysis. Descriptive analysis was used and the findings reveal that most of the business owned by youth entrepreneurs employed more people though their initial investments were very low. The study also shows that most of the present business owners has plan of expanding their business in future which will create more jobs. From the studies, it shows that unemployment rate in Bhutan fluctuates and is mainly because of change in the supply and demand in the job markets. It also shows that despite high unemployment rate in the country, preferences for job among the youth remain same. They prefer to join civil servants followed by corporations, NGOs and self-employment or entrepreneurship as the last option. From this preferences of job and trend of high unemployment rate in the country, it can conclude that there is no refugee in the country nor can say that there is entrepreneurial effect as the entrepreneurship culture in the country is in the verge of developing, therefore entrepreneurial effect can only be tested after some years when the entrepreneurship culture in the country is fully developed.

Book excerpt: How relevant are micro-enterprises and SMEs for the future of work? What about the self-employed? Until recently, there was relatively limited empirical evidence available to answer these questions. Many earlier studies did not cover the informal economy, which in many countries is the largest contributor to employment. There has also been growing recognition of the role of self-employment and micro-enterprises in driving employment. Thanks to a new ILO database using data from household, labour and other statistical surveys conducted in 99 countries between 2009 and 2018, we now have a much better picture. The contribution of small economic units to worldwide total employment is striking, but there remain considerable challenges such as widespread informal employment (especially in developing countries), gender gaps, and issues related to the productivity and job quality in smaller firms. A proper understanding of the contribution of small economic units is key to advancing the ILO Decent Work Agenda and the 2030 Agenda for Sustainable Development.

Book excerpt: The conventional wisdom on firm dynamics, productivity growth, and job creation in developing countries is based on data that, by design, excludes a vast number of micro- and small enterprises, many of which are informal. Some may not view this exclusion as an issue, on the grounds that the omitted economic units reflect survivorship rather than entrepreneurship. However, the thresholds that determine the truncation of the data are relatively arbitrary, and the firms that are typically excluded are associated with a large share of total employment. This paper assesses the ways in which the conventional wisdom on developing countries would change if micro- and small enterprises were taken into account in the analyses. The assessment shows that micro- and small enterprises account for a greater share of gross job creation and destruction than acknowledged by the conventional wisdom. It also reveals a greater dispersion of firm productivity, a weaker correlation between firm productivity and firm size, and a smaller contribution of within-firm productivity gains to aggregate productivity growth. This assessment points to new directions in the data and research efforts needed to understand the role of micro- and small enterprises and to identify policies with the potential to foster job creation and aggregate productivity growth in developing countries.
