Book excerpt: A thoughtful evaluation of the vaccine debate, its history, and its consequences. Since 1990, the number of mandated vaccines has increased dramatically. Today, a fully vaccinated child will have received nearly three dozen vaccinations between birth and age six. Along with the increase in number has come a growing wave of concern among parents about the unintended side effects of vaccines. In Vaccine, Mark A. Largent explains the history of the debate and identifies issues that parents, pediatricians, politicians, and public health officials must address. Nearly 40% of American parents report that they delay or refuse a recommended vaccine for their children. Despite assurances from every mainstream scientific and medical institution, parents continue to be haunted by the question of whether vaccines cause autism. In response, health officials herald vaccines as both safe and vital to the public's health and put programs and regulations in place to encourage parents to follow the recommended vaccine schedule. Less frequently is it depicted as a movement having links to America-a nation that has historically prided itself for its scientific rationality. But eugenics does have a history in the United States-a history that is largely the story of biologist Charles Davenport. Davenport, who led the Eugenics Records Office in the late nineteenth century, provided physicians, social scientists, and lawmakers with the scientific data and authority that enabled them to coercively sterilize men and women who were thought to be socially deviant, unfit to pass on their genes, and unable to raise healthy children. Moreover, Mark A. It situates this analysis in the contexts of the historical assessment of the fragility of liberal democracy and the persistence and growth of authoritarianism, populism, and dictatorship in many parts of the world. The authors argue that the question whether Putin and Erdogan can make Russia and Turkey great again is hard to confirm; personal ambition for power and wealth is certainly key to an understanding of both rulers. They each squandered opportunities to build from free and fair democratic electoral legitimacy and economic progress. The prospect for restored national greatness depends on how they can handle the economic and political challenges they now face and will continue to face in the near future, in a climate of global pandemic and economic recession. Both rulers so far have succeeded in maintaining and increasing their powers and influence in their respective regions, but neither has made real contributions to regional stability and order. Chaos seems to be growing, and the EU and the U.S. thus far seem unable to provide coherent responses to mitigate the impact of their adventurism and disruption.

In addition, well-grounded learning progressions may allow for coherence between cognitive models of how understanding develops in a given domain, classroom instruction, professional development, and classroom and large-scale assessments. Because of the promise that learning progressions hold for bringing organization and structure to often disconnected views of how to teach and assess science, they are rapidly gaining popularity in the science education community. However, there are signi?cant challenges faced by all engaged in this work. In June 2009, science education researchers and practitioners, as well as scientists, psychometricians, and assessment specialists convened to discuss these challenges as part of the Learning Progressions in Science (LeaPS) conference. The LeaPS conference provided a structured forum for considering design decisions entailed in four aspects of work on learning progressions: de?ning learning progressions; developing assessments to elicit student responses relative to learning progressions; modeling and interpreting student performance with respect to a learning progressions; and using learning progressions to in?uence standards, curricula, and teacher education. This book presents speci?c examples of learning progression work and syntheses of ideas from these examples and discussions at the LeaPS conference.
