Central to this program is recognition of the concept of "infrastructure" as an organizational element necessary to the effective functioning of local public health agencies. This organizational element is defined as the capability of a local public health department to determine and implement health policy and the knowledge, skills and support systems necessary to maintain ongoing monitoring and analysis of community health status, use appropriate health knowledge and technology in agency operations, assist the community in efforts to promote health and prevent disease and injuries, assure the efficient allocation of resources, and incorporate the activities of the public health agencies into an ongoing community health planning process. Recommendations include a proposal for the joint state-local funding of the infrastructure as separate from other state programs of support for local public health, a suggested formula for allocation of these funds to local agencies, and an outline of a methodology for assuring that funds allocated for this purpose can be accounted for with a minimum of burden on the part of both local and state officials"--p. ii.
