Book excerpt: In January 2016, a series of states of emergency for the City of Flint were declared by the Mayor, the Governor and even the President. These declarations turned the attention of the state and nation to the Flint water crisis. As a result, the state, local and federal governments sprang into action. The National Guard was tasked to assist. FEMA1 sent representatives. Community organizations and non-profits from throughout the state, and even nationally, responded by volunteering, and sending bottled water. The Governor formed Mission Flint, which brought key members of the Administration together weekly, and the Legislature authorized a supplemental budget. Bottled water and water filters were distributed and residents were provided information in multiple languages. It was all hands on deck. From all accounts, the government was operating the way we would expect it to operate in response to an emergency. What then, was the problem? The timing. Preceding this flurry of "state of emergency" activity, Flint residents had been reporting heavily discolored and bad tasting water for well over a year. This report is triggered by the Flint Water Crisis, but in many ways is not just about Flint. This report seeks to outline a broader framework to explain why the crisis occurred and to propose a set of recommendations that minimizes and safeguards against similar crises in the future. Our report is not meant to assess blame, but to help ensure that such a crisis does not occur in the future and to address shortcomings that continue to persist over time.

One cannot begin to understand the history or contemporary situation of the United States, the Soviet Union, China, Zimbabwe, South Africa, Great Britain, Lebanon, Mexico, Canada-indeed, almost any land-without careful attention to the influence of cultural and racial divisions. Preparation of this new edition has brought a strong sense of deja vu, with regard both to the persistence of old patterns of discrimination, even if in new guises, and also to the persistence of limited and constraining explanations. We have also found, however, rich new empirical studies, new theoretical perspectives, and greatly expanded activity and analyses from members of minority groups. Although this edition is an extensive revision, with reference both to the data used and the theoretical approaches examined, we have not shifted from our basically analytical perspective. We strongly support efforts to reduce discrimination and prejudice; but these can be successful only if we try to understand where we are and what forces are creating the existing situation. We hope to reduce the tendency to use declarations and condem nations of other persons' actions as substitutes for an investigation of their causes and consequences.

This timeless phrases succinctly captures what has happened to the majority of African Americans since the 1970s. The civil rights movement of the 1960s brought about remarkable gains for most black people, and by 1970 African Americans were beginning to be key figures in national politics and in corporate board rooms. The black middle class was decidedly growing, and thus a handful of African Americans escaped the frying pan altogether. But after 1970, heavy industry began to disappear as American companies looked to foreign lands for cheaper manufacturing. Millions of jobs were lost. The number of black poor began to grow dramatically, city services declined, federal spending on cities dried up, affirmative action programs were dismantled, blatant acts of racism began to rise again, and the United States entered a deep economic recession. But this decline is only part of the story. Since 1970, the black community has resisted oppression, struggled for power, dealt with internal tensions and conflicts, and profoundly shaped American culture. This book explores a range of issues that the African American community faces in the late 20th century: the rebirth of black nationalism, the emergence of a new black conservative movement, the challenge of black feminism, the impact of Caribbean immigration, the rise of rap music and hip-hop culture. Book excerpt: Affirmative action is one of the central issues of American politics today, and admission to colleges and universities has been at the center of the debate. While this issue has been discussed for years, there is very little real data on the impact of affirmative action programs on admissions to institutions of higher learning. Susan Welch and John Gruhl in this groundbreaking study look at the impact on admissions of policies developed in the wake of the United States Supreme Court's landmark 1978 Bakke decision. In Bakke, the Court legitimized the use of race as one of several factors that could be considered in admissions decisions, while forbidding the use of quotas. Opponents of affirmative action claim that because of the Bakke decision thousands of less-qualified minorities have been granted admission in preference to more qualified white students; proponents claim that without the affirmative action policies articulated in Bakke, minorities would not have made the gains they have made in higher education. Based on a survey of admissions officers for law and medical schools and national enrollment data, the authors give us the first analysis of the real impact of the Bakke decision and affirmative action programs on enrollments in medical and law schools. Admission to medical schools and law schools is much sought after and is highly competitive. In examining admissions patterns to these schools the authors are able to identify the effects of affirmative action programs and the Bakke decision in what may be the most challenging case. This book will appeal to scholars of race and gender in political science, sociology and education as well as those interested in the study of affirmative action policies.
