Will she be a friend or a foe to the United States? Mr. Ackerman shows clearly enough some of the reasons why the antagonism exists, and although he does not suggest directly a way to end it, the questions raised in the reader's mind by the clear exposition of facts make this book interesting and opportune. At the same time that Mr. Ackerman tells us of the means used by the Germans to influence Mexico in their favor and against the United States, he describes different phases of the life, political intrigues and press propaganda in that country. The easy, anecdotic, fluent style, the good illustrations and cartoons add to the interest of the book, just the same as the copy of the new Mexican constitution and articles on Mexican Railways, the American Chamber of Commerce, etc., in the Appendix, add to its usefulness. --"The Pan-American Magazine," Vol. 28

Book excerpt: This is a book by people who have had to make decisions which affect the environment in which we all live, decisions which sometimes affect the quality of life of millions. It is not an academic disquisition on how to approach decision-making. Most of the chapters are written by scientists who have had to take action or make recommendations on environmental matters in situations where the data are incomplete or choices hedged by factors beyond scientific resolution; the result is that they have had to resolve dilemmas about the proper way forward in the matter. My brief to the authors was to describe issues with which they had been personally concerned, rather than simply select from the vast range of envir- mental problems 'out there'. The only exception to this was Andrew Brennan (Chapter 1), who is a professional philosopher; I asked him to say something about the processes and errors indulged by environmental decision-makers. There is some overlap between chapters, but this is not extensive. I have made no attempt to eliminate it, because the aim has been to present personal points of view, not a systematic account of environmental problems. Similarly, there are important topics which are not covered. Indeed, a critic would complain that a book on environmental dilemmas which does not deal directly with the crucial divide between development and conservation is almost wholly irrelevant; from one point of view, it could be condemned as fiddling while Rome burns.

In this process, significant variation has emerged over time and across cases in the extent to which debtors have undertaken economic adjustment, banks or bondholders have written down debts, and creditor governments and international organizations have intervened in negotiations. Debt Games develops and applies a situational theory of bargaining to analyze the adjustment undertaken by debtors and the concessions provided by lenders in international debt rescheduling. This approach has two components: a focus on each actor's individual situation, defined by its political and economic bargaining resources, and a complementary focus on changes in their position. The model proves successful in accounting for bargaining outcomes in eighty-four percent of the sixty-one cases, which include all instances of Peruvian and Mexican debt rescheduling over the last one hundred and seventy years as well as Argentine and Brazilian rescheduling between 1982 and 1994.
