As modern market forces exploit the earth, communities struggle to control their own ecological futures, and several studies have recorded that Mexican Americans are more impacted by environmental injustices than are other national-origin groups. In our countryside, agricultural workers are poisoned by pesticides, while farmers have lost ancestral lands to expropriation. And in our polluted inner cities, toxic wastes sicken children in their very playgrounds and homes. This book addresses the struggle for environmental justice, grassroots democracy, and a sustainable society from a variety of Mexican American perspectives. It draws on the ideas and experiences of people from all walks of life—activists, farmworkers, union organizers, land managers, educators, and many others—who provide a clear overview of the most critical ecological issues facing Mexican-origin people today. The text is organized to first provide a general introduction to ecology, from both scientific and political perspectives. It then presents an environmental history for Mexican-origin people on both sides of the border, showing that the ecologically sustainable Norteño land use practices were eroded by the conquest of El Norte by the United States. It finally offers a critique of the principal schools of American environmentalism and introduces the organizations and struggles of Mexican Americans in contemporary ecological politics. Unlike most other new democracies in Latin America, no special Constitutional Court was set up, nor was there any designated bench of the Supreme Court for constitutional adjudication. Instead, the judiciary saw its powers expand incrementally. Under this new context inevitable questions emerged: How have the justices interpreted the constitution? What is the relation of the court with the other political institutions? How much autonomy do justices display in their decisions? Has the court considered the necessary adjustments to face the challenges of democracy? It has become essential in studying the new role of the Supreme Court to obtain a more accurate and detailed diagnosis of the performances of its justices in this new political environment. Book excerpt: At the end of the Mexican Revolution in 1920, Mexico's large, rebellious army dominated national politics. By the 1940s, Mexico's Institutional Revolutionary Party (PRI) was led by a civilian president and claimed to have depoliticized the army and achieved the bloodless pacification of the Mexican countryside through land reform, schooling, and indigenismo. However, historian Thomas Rath argues, Mexico's celebrated demilitarization was more protracted, conflict-ridden, and incomplete than most accounts assume. Civilian governments deployed troops as a police force, often aimed at political suppression, while officers meddled in provincial politics, engaged in corruption, and crafted official history, all against a backdrop of sustained popular protest and debate. Using newly available materials from military, intelligence, and diplomatic archives, Rath weaves together an analysis of national and regional politics, military education, conscription, veteran policy, and popular protest. In doing so, he challenges dominant interpretations of successful, top-down demilitarization and questions the image of the post-1940 PRI regime as strong, stable, and legitimate. Rath also shows how the army's suppression of students and guerrillas in the 1960s and 1970s and the more recent militarization of policing have long roots in Mexican history.
