The responsibility for pan-americanism is a continental one. The responsibility for the Monroe Doctrine will always be peculiarly our own, though it may be shared in by others. Together they should be guaranteed by a strong navy both in the Atlantic and the Pacific Oceans, and by an adequate army with a citizen reserve trained as are the peace-loving Swiss. Which may make difficulty between France and the United States, but I greatly doubt that the merchants of London, as a body, are delighted to have either the commerce or politics of Mexico controlled from the Tuileries. As for the statement just quoted, it contains a grave error of fact. Spain has never, that I am aware of, attempted to extinguish the Monroe doctrine. On the contrary, from the moment she recognized the independence of her revolted colonies, she acquiesced in that doctrine, which, as far as concerned those colonies, was, that the United States would not be indifferent to any attempt of France and the Holy Alliance to aid Spain in subjugating them. When occasion has arisen for a determination of policy, tragedy has several times threatened because eloquence displaced clear thinking and judicial deliberation. Many estimates of the damages sustained by aliens in Mexico have been made, but these estimates at best are but guesses. Strange though it may seem, there has heretofore been no attempt to collect the principles of international law applicable particularly to the Mexican situation, and to view the issue of responsibility and liability, and to measure the recoverable quantum of damage, with such a codification as a foundation. In the preparation of this volume there has been little occasion for originality. Practically the entire subject is governed and controlled by diplomatic precedents readily available to the student and discussed in the works of author ities. This treatise is not, therefore, a composition, but a compilation. Selection has been made, wherever possible, of international precedents covering controversies to which Mexico has been a party, and because Of the peculiar position of the United States under the Monroe Doctrine, particularly of precedents between the United States and Mexico further more, it has not been possible within a volume of this size to exhaust the subject or even to indicate the law applicable to every possible type of Claim.
