In a shift away from dominant interpretations, Adam David Morton considers the construction of the revolution and the modern Mexican state through a fresh analysis of the Mexican Revolution, the era of import substitution industrialization, and neoliberalism. Throughout, the author makes interdisciplinary links among geography, political economy, postcolonialism, and Latin American studies in order to provide a new framework for analyzing the development of state power in Mexico. He also explores key processes in the contestation of the modern state, specifically through studies of the role of intellectuals, democratization and democratic transition, and spaces of resistance. As Morton argues, all these themes can only be fully understood through the lens of uneven development in Latin America. Centrally, the book shows how the history of modern state formation and uneven development in Mexico is best understood as a form of passive revolution, referring to the ongoing class strategies that have shaped relations between state and civil society. Employing the approaches of Gramsci and Foucault, Peter Gran proposes a reconceptualization of world history. He challenges the traditional convention of relying on totalitarian or democratic functions of a particular state to explain and understand relationships of authority and resistance in a number of national contexts. Gran maintains that there is no single developmental model but diverse forms of hegemony that emerged out of the political crisis following the penetration of capitalism into each nation. Book excerpt: Historically, Latin American political regimes have sought to postpone far-reaching economic reforms and improvements in living standards in order to facilitate the accumulation of private capital. These goals have led to exclusion of the lower classes from the political process altogether or to efforts to control their political mobilization. The ability of governments to maintain such control has often been attributed to the lack of political sophistication by the working class or to the distribution of benefits through patron-client networks designed to preserve the hegemony of ruling parties. Using new survey data from 500 industrial workers in Mexico and Venezuela, Charles L. Davis now questions these conventional explanations and two others: that industrial workers are part of a "labor aristocracy" and are therefore content with the performance of the capitalist regimes, and that political control is exercised through restriction of partisan competition and thus of opportunities for workers to challenge developmental priorities and public policy goals. Davis's study demonstrates that working-class mobilization is more firmly controlled in Mexico's one-party dominant political system than in Venezuela's two-party system. He finds little evidence that political participation in either country is guided by labor unions with ties to dominant parties. Nor are these workers content with the performance of the regimes or lacking in political sophistication. The primary explanation for their psychological disengagement from politics and avoidance of protest voting appears to be the lack of meaningful electoral options. Davis's two case studies provide important new insights into an issue that appears certain to remain ex-plosive as dissident labor leaders in Latin America seek to mobilize working-class opposition to existing state developmental strategies.

The vendors compose a large part of the informal economy, which altogether represents at least 30 percent of Mexico's economically active population. Neither taxed nor monitored by the government, the informal sector is the fastest growing economic sector in the world. In Street Democracy Sandra C. Mendiola García explores the political lives and economic significance of this otherwise overlooked population, focusing on the radical street vendors during the 1970s and 1980s in Puebla, Mexico's fourth-largest city. She shows how the Popular Union of Street Vendors challenged the ruling party's ability to control unions and local authorities' power to regulate the use of public space. Since vendors could not strike or stop production like workers in the formal economy, they devised innovative and alternative strategies to protect their right to make a living in public spaces. By examining the political activism and historical relationship of street vendors to the ruling Institutional Revolutionary Party (PRI), Mendiola García offers insights into grassroots organizing, the Mexican Dirty War, and the politics of urban renewal, issues that remain at the core of street vendors' experience even today.

Book excerpt: When the PRI fell from power in the elections of 2000, scholars looked for an explanation. Some focused on international pressures, while others pointed to recent electoral reforms. In contrast, Dolores Trevizo argues that a more complete explanation takes much earlier democratizing changes in civil society into account. Her book explores how largely rural protest movements laid the groundwork for liberalization of the electoral arena and the consolidation of support for two opposition parties, the PAN on the right and the PRD on the left, that eventually mounted a serious challenge to the PRI. She shows how youth radicalized by the 1968 showdown between the state and students in Mexico City joined forces with peasant militants in nonviolent rural protest to help bring about needed reform in the political system. In response to this political effervescence in the countryside, agribusinessmen organized in peak associations that functioned like a radical social movement. Their countermovement formulated the ideology of neoliberalism, and they were ultimately successful in mobilizing support for the PAN. Together, social movements and the opposition parties nurtured by them contributed to Mexico’s transformation from a one-party state into a real electoral democracy nearly a hundred years after the Revolution.
