Book excerpt: The study's main objective is to provide a comparative study on the state induced development of Metro Manila unde two different political systems. Specifically speaking the state in this study is represented by special regional government structures like the Metropolitan Manila Development Authority and the Metropolitan Manila Commission and the Dictatorial and Post-dictorial Local Government Structure present in the region. The study's attempt to compare the MMDA with the MMC and Marcos era local government with the present structure relies on the score obtained by these state institutions from the survey that identifies the "Weberian" scale of state bureaucracy. The scale provides an idea of how state institutions like the regional state structures and the local government institutions fair in the MERIT and CAREER indices which was utilized by Evans and Rauch (2000) in identifying meritocratic recruitment and internal promotional structure of bureaucracies. The scores obtained by the state sturctures mentioned above will therefore provide a dynamic picture of how Metro Manila's development is dictated by the kind of state structure present in the region.
