Book excerpt: The United States federal government is the oldest in existence and stands as the chief democratic model in the world. However, the exact workings of the various levels of the United States government are a mystery to many. Because the basis for each level's operations is the charter that formed it, this volume uses model charters to provide a straightforward explanation of why American governments work. Each chapter covers a different level of government (city, county, regional, state, and federal) and begins with information regarding that government's history, future, types and organization. Model charters, provided at the end of each chapter, describe the laws that form the basis of government. The charters are assembled from nationally recognized planning agencies and associations advocating good governmental practices. A glossary of commonly used terms is also provided as well as a national resource directory, which highlights major sources for further research on the topics covered in the chapters.

Available in PDF, EPUB and Kindle. Book excerpt: Do charter schools strengthen students’ educational experience? What are their social costs? This volume brings together a group of premier researchers to address questions about the purposes of charter schools and the role of public policy in shaping the educational agenda. Chapter authors explore topics seldom encountered in the current charter school debate, such as the challenges faced by charter schools in guaranteeing students civil rights and other legal protections; the educational and social implications of current instructional programs designed specifically for low-income and minority students; the use of charters as school turnaround agents; and other issues that lie at the intersection of education, politics, and social policy. Readers across the political spectrum, both supporters and critics of charter schools, can use this book to inform public policy about the ways in which charters affect diversity and inequality and the potential to devise policies that mitigate the most troublesome social costs of charter schools. Contributors include Adam Gamoran, Jeffrey R. Henig, Henry M. Levin, Roslyn Arlin Mickelson, Janelle Scott, and Kevin Welner. “This is an excruciatingly important work. At this point in time, it is essential to understand whether and in what ways charter schools contribute to segregation—and how they might avoid doing so.” —Mindy L. Kornhaber, Pennsylvania State University

Book excerpt: The Charter of Prince Yaroslav Vladimirovich serves as a legal document that defines a comprehensive set of laws addressing moral and social conduct in 11th-century Rus'. It emphasizes the jurisdiction of the Metropolitan of Kyiv and outlines specific penalties for offenses such as abduction, adultery, and theft, with fines payable to both the Metropolitan and the offended parties. The charter establishes a framework for the enforcement of these laws, highlighting the roles of the prince, boyars, and church authorities in maintaining order and moral standards within society.

Download or read book State Service in Sixteenth Century Novgorod written by Vincent E. Hammond and published by University Press of America. This book was released on 2009-03-16 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: State Service in Sixteenth Century Novgorod is about the first century of the legal development of the pomestie established by Ivan III after the conquest of Novgorod. The cadasters from the two provinces (Shelonskaia and Vodskaia) with the highest concentration of pomesties showed most remained in the original landlord's family. The acquisition of additional land from deceased family members and the exchanges for land near other relatives without the state's prior permission is evidence of its recognition of the family's interest in the land. Although the turnover was higher after the 1550s, most estates no longer in the original families' possession were abandoned or confiscated by Ivan IV's oprichniks. Since patrimonial votchinas were confiscated too, the higher turnover is evidence of the tsar's fear of treason rather than the pomestie's conditionality. The continuing possession of most Vodskaia tax units held in pomestie tenure in 1582 by the original landlords' families enfeoffed a century earlier supports this thesis. These findings negate the traditional distinction between the conditional pomestie and allodial votchina. The loyal pomeshchiks of sixteenth century Russia could expect to pass their lands to other family members as long as they served the state.
