The contributors are experts in global governance issues in a broad variety of fields ranging from health, food systems, social policy, migration and climate change. An introductory chapter sets out the broad context of the governance challenges involved, and how individual chapters contribute to the analysis. Decentralisation, which refers to the delegation of administrative responsibilities, political decision-making and fiscal powers to lower levels of government, is now considered one of the most efficient engines of development. In Sub-Saharan Africa decentralised states have made more progress in reducing poverty than those states with lower decentralisation scores. But in many countries, decentralisation is still considered a ‘work in progress’ with unsatisfactory results. From a spatial point of view, the link between decentralisation and regional and district development is particularly interesting. Both in the North and in the South, regional or district development is seen as holding the potential for advancing social and economic development, and even more so in decentralised political settings. Space-based networks at the regional or district level are considered instrumental for responding to locally specific challenges, e.g. in areas lagging behind economically.

In examining these five cases through a carefully crafted conceptual framework, the author excavates an understanding of the dynamics that have enabled Seoul and Shanghai to become highly competitive as major engines of economic growth, while simultaneously accounting for why the other three cities have faced numerous problems in terms of meeting their development goals. Presenting both quantitative and qualitative data to trace the course of changes between 1960 and 2015, the case studies curate six possible explanations for the different cities’ developmental trajectories. The book considers the national development strategy matters to the development of cities and positions the share of budget revenue retained for cities’ expenditure as critical. The author demonstrates that consistently pursuing long-term strategies is important, and that public entrepreneurship with powerful supporting coalitions is vital. The book illustrates how master plans have played limited roles in the building of cities, and that fragmented governments are often at the root of the problems facing a city’s development. This volume, a collaboration between the Bartlett Development Planning Unit at UCL and the Food Agricultural Organisation, aims to fill this gap by putting more than 20 city-based experiences in perspective, including studies from Toronto, New York City, Portland and Providence in North America; Milan in Europe and Cape Town in Africa; Belo Horizonte and Lima in South America; and, in Asia, Bangkok and Tokyo.
