The fall schools.The principal features of the Manual were determined by the Bureau. It was to be adapted for use in primary, as well as in more advanced, grades.This will explain the very elementary character of the earlier portions. It was thought to be easier for teachers of advanced classes to omit such parts as were not needed by them, than for others to supply, without examples, just the kind of exercises necessary.
