This sector is predicted to grow at a fast rate in the next 40 years. In the Indian context, the government has prioritized the aquaculture and fisheries sector by establishing an independent federal ministry. However, the public extension system in India still lacks resources and strategies to address the needs of fish farmers and fishers. This has created a space for the private extension system to play a pivotal role in providing appropriate skills and training to farmers and fishers. Considering the present challenges in the aquaculture and fisheries sector, this paper proposes the creation of an Aqua-Chamber of Commerce (ACC) as a viable bottom-up approach to improve the performance of the sector by providing adequate support to private extension system. Additionaly, the ACC will also help in improving the public extension system, facilitating the business ecosystem and strategies, and advocating for major policy reforms in the sector.

Various types of fishermen's organizations, integrated development strategies, and the options for the technical services and support modules which go together to make up a CFC are examined in detail. Particular attention is given to participatory identification of important problems facing the fisherfolk, and the planning, mobilization of local resources, and implementation of locally based microprojects to deal with them. The operation and management of the CFC, and of the associated multidisciplinary Fisheries Development Unit which provides technical support and training to one or more CFCs, is covered in some detail. A final chapter is devoted to the possible role of fisheries cooperatives in a CFC context.

Book excerpt: The contribution of aquaculture and fisheries to gross domestic product (GDP) is one of the most widely used indicators of its economic performance. Despite strong interest in and great efforts made towards assessing the contribution of aquaculture and fisheries to GDP, there is a general lack of understanding or consensus on how to properly measure the sector’s contribution to GDP and effectively use the measures for evidence-based policy and planning for sustainable aquaculture and fisheries development. While a fisheries GDP measure has been included in the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development (i.e. SDG Indicator 14.7.1: Sustainable fisheries as a percentage of GDP in small island developing states, least developed countries and all countries), it is nevertheless a Tier III indicator for which no internationally established methodology or standards are yet available. This paper contributes to improving the understanding and measurement of aquaculture and fisheries’ contribution to GDP by: (i) using input-output models (including mathematical formulas and numerical examples) to formulate and clarify a set of measures of aquaculture and fisheries’ contribution to GDP; (ii) discussing alternative methods to estimate the measures under data-poor environments; (iii) suggesting an empirical methodology and general guidelines on the estimation and reporting of the measures; and (iv) exploring how to utilize the measures for evidence-based policy and planning. The conceptual framework and empirical methodology suggested in the paper will help move towards internationally established methodology, standards and guidelines on measuring aquaculture and fisheries’ economic contribution.
