Detailed cost and man hour data supplied by the airframe industry permitted derivation of estimating tools for major aircraft components. Separate equations were derived for engineering, tooling, manufacturing, and material cost. The major explanatory variable was always weight. It was hypothesized that structural modification cost could be estimated on the basis of the weight of material added. Estimates of the cost of modification for the B-52, C-141, C-5, and EF-111 were compared with cost data from industry. Considerable informed judgment is required as is a knowledge of such program-specific facts as whether the original production tooling still exists. Rather than a mathematical model, the study describes the kinds of information needed, suggests guidelines, and presents estimating equations for airframe systems and subassemblies. These contribute to an understanding of the estimating problem but do not constitute a general solution. (Author).

This shift in emphasis has created a need for a high level parametric cost estimating method to estimate the cost of a MOD program early in the planning cycle. This report is the first volume of a series of reports documenting a multi-year project to support Naval Air Systems Command initiative to develop parametric cost estimating models for MOD programs. This volume provides an overview of the project, including a review of prior studies, the structure of data to be collected, and the forms used in data collection. Due to the proprietary nature of MOD program cost data, distribution of all future volumes of the report series except for the summary volume will be limited to selected Department of Defense agencies only. Book excerpt: This report describes a study to improve a previously developed weapon system costing methodology for aircraft airframes and basic structures under Contract F33615-72-C-2083. The methodology is part of a preliminary design level technique for the cost estimation flight vehicle structures. Applications of the method have indicated a number of areas where further study and development could be expected to provide an advanced state-of-the-art capability. This study was directed towards that end. The study was limited to the specific changes consisting of (1) development of complexity factors for technologies and materials represented by the advanced strategic bomber wing carry-through box, (2) modification of raw material cost estimating relationships (CERs) to increase sensitivity to material product form and type of scrappage, (3) investigation of additional assembly techniques and adding or modifying corresponding cost estimating factors, (4) modification of existing CERs to include evaluation of variations in the degree of commonality involved, (5) determination of the effect of production rate on recurring production costs, and (6) determination of the variation in learning curve factors due to variation in the type of material or type of construction. Detailed results are described. (Author).

The CACE model was designed with a 'building block' approach to estimate annual operating costs of aircraft weapon systems. The model is useful to Air Force organizations, other Government agencies, and government contractors for cost analysis, life cycle cost exercises, or studies concerned with cost effectiveness comparisons between weapon systems. The program described in this paper provides the user with a means of using the CACE model with a hand-held programmable calculator, eliminating lengthy manual computation or the necessity of using a computer. With its calculator connected to the Texas Instruments 'PC-100A Print Cradle, ' the program allows the user to select among several cost factor input methods, estimate output formats, and summarization options.

This volume provides a technical discussion of method development. Tradeoff capability has been provided for a range of alternative structure and material combinations. A technique for independently assessing complexity factors has been developed and demonstrated. Manufacturing costs are separately estimated for the primary elements of substructure: ribs, spars, covers, leading edges, trailing edges, tips, etc. The trade study method provides an iterative capability stemming from a direct interface with design synthesis programs. A detailed cost data base and system for data expansion is provided. The methods are designed for ease in changing cost estimating relationships and estimating coefficients resulting from cost data update. (Author).

Book excerpt: This report identifies, describes, and quantifies the cost effects of structural materials that are likely to be incorporated into aircraft becoming operational in the 1990s (aluminum, aluminum-lithium, steel, titanium, graphite/epoxy, graphite/bismaleimide, and graphite/thermoplastic). The authors present a primer for advanced aircraft structural materials emphasizing polymer matrix composites. They then present both cost data and a cost estimating methodology sensitive to material mix. For each material type, they present separate cost factors for two time frames (the late 1980s and the mid-1990s) and for the following cost elements: nonrecurring engineering, nonrecurring tooling, recurring engineering, recurring tooling, manufacturing labor, manufacturing material, and quality assurance. Although composites offer advantages, including reduced weight, reduced number of fasteners, increased corrosion resistance, reduced radar cross-section, and the potential for extended life, the cost data show that composite materials are more expensive than aluminum on a cost-per-pound basis.

Book excerpt: Learning curves are developed for nine cargo aircraft using log-linear, log-quadratic, and log-cubic forms with best results being obtained with the log-quadratic. Estimating relations for the prediction of new aircraft costs are derived using current methods and tested for accuracy on the original sample and on the C-141A; a cost prediction for the C-5A is also obtained. Predictions were also obtained using a recent RAND Corporation developed equation. Predictive accuracy in all cases was poor and the conclusion was reached that present methods are inadequate for the estimation of direct-labor costs. (Author).
