Book Method and Criteria for Climate Change Policy Evaluation in Australia

Download or read book Method and Criteria for Climate Change Policy Evaluation in Australia written by Evgeny Guglyuvatyy and published by . This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many countries have already implemented either emission trading schemes (ETS) or carbon taxes or both. National governments tend to prefer ETSs over carbon taxes due to the political acceptability of ETSs. The Australian Government proposed emissions trading as a centerpiece of national climate change policy. However, there is still a debate concerning the choice of instruments for climate change policy. This paper suggests that for a comprehensive policy-making process prospective policy instruments require to be evaluated on a multi-criteria basis. To evaluate carbon tax and emissions trading the multi-criteria analysis (MCA) is proposed. To obtain the criteria specific to Australian conditions and assess relative importance of those criteria, the Delphi method is adopted. The Delphi study employs a group of Australian experts to revise and weigh the evaluation criteria. The result of this examination determines what criteria are considered to be necessary for evaluation of carbon tax and emissions trading in Australian context.

Book Identifying Criteria for Climate Change Policy Evaluation in Australia

Download or read book Identifying Criteria for Climate Change Policy Evaluation in Australia written by Evgeny Guglyuvatyy and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper relates to the research project designed to identify which tool: an emission trading or carbon tax would be more appropriate measure to reduce GHG emissions in Australia. To evaluate both of these instruments, this research uses the multi-criteria analysis (MCA) which generally requires two main inputs - evaluation criteria and alternatives performance ranks concerning the criteria. To obtain and verify the evaluation criteria specific to Australian conditions and rank relative importance of those criteria, the Delphi method is utilised by this research. The Delphi study makes use of a group of Australian experts to verify, update and weigh the criteria essential for policy evaluation procedure. This paper reports upon the conducted Delphi study and presents its findings.

This book was released on 2004-11-15 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Adaptation is a process by which individuals, communities and countries seek to cope with the consequences of climate change. The process of adaptation is not new; the idea of incorporating future climate risk into policy-making is. While our understanding of climate change and its potential impacts has become clearer, the availability of practical guidance on adaptation has not kept pace. The development of the Adaptation Policy Framework (APF) is intended to help provide the rapidly evolving process of adaptation policy-making with a much-needed roadmap. Ultimately, the purpose of the APF is to support adaptation processes to protect - and enhance - human well-being in the face of climate change. This volume will be invaluable for everyone working on climate change adaptation and policy-making.

Book excerpt: Taxation is a subject of enquiry that cuts across a range of disciplines, including law, economics, politics, psychology, history and accountancy, to name a few. However, research into taxation as a social and institutional phenomenon – rather than as abstraction from the real world – is largely neglected. Taxation: A Fieldwork Research Handbook opens up new avenues of enquiry in the research of taxation by offering suggestions on how research might be conducted into actual tax practice, rather than abstract models. This book: Introduces tax as a field of enormous potential for research to all social scientists Explains the methodological issues relating to tax research Provides new opportunities for tax researchers to widen the scope of their enquiries Encourages researchers to think differently about this subject Given the importance of taxation to modern society, not only as a revenue raising mechanism, but also as a tool of governance used to influence social actors, this unique text is a vital read for any social science researcher interested in this subject.

Book Climate Change Forests and Federalism

Download or read book Climate Change Forests and Federalism written by Evgeny Guglyuvatyy and published by Springer Nature. This book was released on 2022-03-15 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change is one of the most serious global challenges facing humankind. Climate change has enormous environmental and economic implications, and finding a solution is a daunting task. The purpose of this book is to look at the global problem of climate change through the prism of an individual country's attempt to tackle this problem. This book begins with a discussion of the origins of climate change and the evolution of the international response to climate change. Key climate change mitigation actions and policies are considered to provide the necessary framework for analysing Australia's approach to climate change. Australia's climate change policy development is considered from a historical perspective. The book traces the evolution of the response to climate change, focusing on Australia as one of the Federal countries unable to adequately reduce greenhouse gas emissions due to the systematic failure of the Australian government to develop a common and effective approach to the problem of climate change. The book will be of interest to scholars and students of environmental law and the contemporary International and Australian climate change law.

Book Environmental and Climate Policies in Australia and Russia

Download or read book Environmental and Climate Policies in Australia and Russia written by Anna Firsova and published by . This book was released on 2011 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis focuses on environmental and climate change policy formulation and implementation in Australia and Russia. The research has two interconnected aims: first, to examine the similarities and differences in socioeconomic settings and historical and current political contexts with regard to environmental protection and climate change in these two countries; and second, to explore how these contexts have influenced the countries' official reports on climate change. -- Addressing the first aim, this study explored historical context of the two countries starting from the early 1990s. This part employed comparative review and analysis based on examination of scholarly publications, legislation, government documents, mass media sources and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia utilising command-and-control methods whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government. Similarities between the countries identified are, for example, in deficits in the budget of local environmental authorities and in the presence of contradictions in legislation between national and regional levels of government. The research has also revealed cases of the so-called agency 'capture' where the Australian and Russian Governments have been 'captured' by big business, with state power serving the interests of the business elite. -- To address the second aim of the research, the Australian and Russian National Communications (NCs) submitted to the UNFCCC Secretariat from 1994 to 2010 were examined. NCs have been generally overlooked in academic literature to date. In order to position the NCs within socioeconomic and political contexts for the periods of time in which they were prepared, a new method of 'substantive content analysis-assisted critical discourse analysis with identification of important discourses' specifically developed for this study has been applied. -- The research has revealed 'power relations', 'key tensions', and 'ideologies' contained in the texts of NCs. It also demonstrated that important discourses in NCs are influenced by, first of all, national political and economic circumstances, and also by social context at the time of reporting. However, it is found that while Australian NCs have been used as a tool to reinforce the nation's negotiating position, Russian NCs have been written in a more pro forma style.

Book An Assessment of Australia s Climate Change Policies

Download or read book An Assessment of Australia s Climate Change Policies written by Wendy Ann Howe and published by . This book was released on 2007 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Australia, the climate change debate emerged in the late 1980's as a response to rising global awareness of the issue, and right from the start the disparity between what is right for the environment and what is right for the economy began to dictate government policy directions. As early as 1990, the Federal government, when speaking about climate change, made it very clear that it would not proceed with measures which have net adverse economic impacts nationally or on Australia's trade competitiveness. This paper examines Australia's recent climate change policies and some influences on the Federal government to develop effective policy frameworks and market conditions favourable to business interests, and poses the question Are Australia's climate change policies really business development plans?

Book Australia s Climate Change Regime An Alternative Approach to Climate Change

Download or read book Australia s Climate Change Regime An Alternative Approach to Climate Change written by Wendy Ann Howe and published by . This book was released on 2007 with total page 0 pages. This article examines Australia's climate change policies and describes how the current Federal government has been pursuing an alternative approach to climate change policy through its focus on five key international directions. This alternative approach to climate change policies sets no targets, timeframes or benchmarks for emissions reductions. Rather the Australian government argues that emissions reductions can be achieved through voluntary actions and economic incentives for promoting technological innovation. This article assesses this approach to climate change policies and asks how effective this alternative approach is. A quantitative assessment of the Australian government's approach is presented by looking at the national emissions data, and then a qualitative analysis of the intertwining policy directions is explored. This analysis reveals that the political and economic aspirations of the current Australian government have clearly directed climate change policy developments.

Book Australian Climate Change Policy

Download or read book Australian Climate Change Policy written by William Daniel Noye Wells and published by . This book was released on 2008 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Recently published research suggesting that the irreversible tipping points of 'dangerous climate change' are much closer than previously thought, when combined with projections of rapid global economic growth, adds new urgency to the task of mitigation. Compelled by a welfare-economic calculation of the superior cost-benefit of mitigation, the job of altering emissions-intensive activity is, in neoclassical economic fashion, given to the market. But establishing and supporting a 'carbon price' is, by itself, an inadequate policy response. It fails to engage with the non-instrumental values of the Australian public -the non-economic levers of behavioural change -and is symptomatic of an unreflective, monolithic approach to public policy that refuses to acknowledge the normative assumptions from which it operates. For a truly sustainable national carriage through the climate change crisis to occur and in order to demonstrate to the wider world what is accomplishable, the Australian Government must, as a matter of expediency, begin to publicly explicate these assumptions, and to invite -through debate and consultation -the inclusion of alternative values and ideas. Climate change must be 'reframed' beyond economics to engage, however clumsily, with the wider norms and visions of the Australian people." -- From abstract.

Book Routledge Handbook of Environmental Policy

Download or read book Routledge Handbook of Environmental Policy written by Helge Jörgens and published by Taylor & Francis. This book was released on 2023-06-28 with total page 697 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Handbook provides a state-of-the-art review of research on environmental policy and governance. The Routledge Handbook of Environmental Policy has a strong focus on new problem structures – a perspective that emphasizes the preconditions and processes of environmental policymaking – and a comparative approach that covers all levels of local, national, and global policymaking. The volume examines the different conditions under which environmental policymaking takes place in different regions of the world and tracks the theoretical, conceptual, and empirical developments that have been made in recent years. It also highlights emerging areas where new and/or additional research and reflection are warranted. Divided into four key parts, the accessible structure and the nature of the contributions allow the reader to quickly find a concise expert review on topics that are most likely to arise in the course of conducting research or developing policy, and to obtain a broad, reliable survey of what is presently known about the subject. The resulting compendium is an essential resource for students, scholars, and policymakers working in this vital field.

Book The Social and Behavioural Aspects of Climate Change

Download or read book The Social and Behavioural Aspects of Climate Change written by Pim Martens and published by Routledge. This book was released on 2017-09-08 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past few years, and certainly since the publication of the "Stern Report", there has been increasing recognition that climate change is not only an environmental crisis, but one with important social and economic dimensions. There is now a growing need for multi-disciplinary research and for the science of climate change to be usefully translated for policy-makers.Until very recently, scientific and policy emphasis on climate change has focused almost exclusively on mitigation efforts: mechanisms and regulations to reduce greenhouse gas emissions. The success of such efforts to date is debatable. In fact, the impact of ever more stringent emission control programmes could potentially have enormous social consequences. Little effort has been expended on the exploration of a systematic evaluation of climate stabilization benefits or the costs of adapting to a changed climate, let alone attempting to integrate different approaches. There is an increasing recognition that the key actors in the climate crisis also need to be preparing for change that is unavoidable. This has resulted in a greater consideration of vulnerability and adaptation. The book, based on the research programme "Vulnerability, Adaptation and Mitigation" (VAM) which ran from 2004 to 2010, funded by the Netherlands Organisation for Scientific Research (NWO), presents a cluster of case studies of industries, communities and institutions which each show how vulnerability, adaptation and mitigation analyses can be integrated using social behavioural sciences. Each chapter makes specific recommendations for the studied industry sector, community or institution, analyses the latest research developments of the field and identifies priorities for future research. The book argues that the inherent complexity of climate change will ultimately require a much more integrated response both scientifically – to better understand multiple causes and impacts – as well as at the scientific/policy interface, where new forms of engagement between scientists, policy-makers and wider stakeholder groups can make a valuable contribution to more informed climate policy and practice. The book is particularly timely as the scientific research and policy debate is shifting from one of problem-framing to new agendas that are much more concerned with implementation, the improvement of assessment methodologies from a multi-disciplinary perspective, and the reframing of current scientific understanding towards mitigation, adaptation and vulnerability. A critical element in responding to the climate change challenge will be to ensure the translation of these new scientific insights into innovative policy and practice "on the ground". This book provides some fundamental elements to answer this need. The Social and Behavioural Aspects of Climate Change: Linking Vulnerability, Adaptation and Mitigation will be essential reading for social science researchers and policy managers in the area of climate change, as well as for those who want to know what the social and behavioural sciences can contribute toward coping with climate hazards. NGOs, law firms and businesses in the energy sector or other climate related fields will also find the book of great value.
