Indeed, central banks are often now seen as 'the only game in town', and a place to put innumerable problems vastly exceeding their traditional remit. These new powers do not fit well, however, with the independence of central banks, remote from the democratic control of government. Central Banking in Turbulent Times examines fundamental questions about the central banking system, asking whether the model of an independent central bank devoted to price stability is the final resting point of a complex development that started centuries ago. It dissects the hypothesis that the Great Recession has prompted a reassessment of that model; a renewed emphasis on financial stability has emerged, possibly vying for first rank in the hierarchy of objectives of central banks. This raises the risk of dilemmas, since the Great Recession brought into question implicit assumptions that the pursuit of price stability would also lead to financial stability. In addition, the border between monetary and fiscal policy was blurred both in the US and in Europe. Central Banking in Turbulent Times asks whether the model prevailing before the Great Recession has been irrevocably altered. Are we entering, as Charles Goodhart has hypothesized, into the 'fourth epoch' of central banking? Are changes to central banks part of a move away from the global liberal order that seemed to have prevailed at the turn of the century? Central Banking in Turbulent Times seeks to answer these questions as it examines how changes can allow for the maintenance of price stability, while adapting to the long-term consequences of the Great Recession.

But those working in the field are so pressed by urgent crises that they can rarely analyze the requirements of advocacy systematically. Yet advocacy must go beyond international law to human rights as an ethical standard to prevent displaced people from falling through the cracks of our conflicted world. Refugee Rights: Ethics, Advocacy, and Africa draws upon David Hollenbach, SJ's work as founder and director of the Center for Human Rights and International Justice at Boston College to provide an analytical framework for vigorous advocacy on behalf of refugees and internally displaced people. Representing both religious and secular perspectives, the contributors are scholars, practitioners, and refugee advocates—all of whom have spent time "on the ground" in Africa. The book begins with the poignant narrative of Abebe Feyissa, an Ethiopian refugee who has spent over fifteen years in a refugee camp from hell. But the answer becomes less obvious once other probing qualifiers are added to the question. How is the African identity constructed in the face of the mosaic of identities that people of African ancestry living within and beyond the continent bear? Do all categorised as Africans or as having an African pedigree perceive themselves as Africans? Are all who perceive themselves as Africans accepted as such? Are there levels of "e;Africanness"e;, and are some more African than others? How does African identity interface with other levels of identity and citizenship in Africa? And what are the implications of the contentious nature of African identity and citizenship for the projects of pan-Africanism, the making of the Africa-nation, and Africa's development trajectories? Contributors to the volume, including Ali Mazrui, Kwesi Prah, Gamal Nkrumah, Helmi Sharawy and Marcel Kitissou, address these questions and more. They examine the issues of African identity and citizenship, the politics spurned by the co-existence of peoples of different Africanities in the same country, and the prospects of constructing an Africa-Nation in which Africans of all hues are as sentimentally attached to, as say, the Europeans are attached to Europe. Though the projects of pan-Africanism and the making of the Africa-nation have not achieved the desired levels of success, some of the contributors found sufficient grounds for optimism: These grounds include the deepening democratic ethos in the continent, which is believed will unleash a love of freedom that will supersede the fissiparous tendencies that underlie the various notions of Africanity; and the rise of new economic powers such as India and China, which are increasingly looking towards Africa as the next big destination. The emergence of Barrack Obama, whose father is Kenyan, as the President of the United States of America, also appears to be unleashing a new wave of can-do attitude. It is argued that for many Africans, Obama is both an African name they can relate to, and a metaphor expressing that anything is possible if you strive hard for it with the 'right attitude.' This 'right attitude' is an attitude that is post-chauvinism, for it is only by being post-racial and a reconciler that a Blackman, with an African Muslim father, who was not born into privilege, could emerge president of the most powerful country in the world. This lesson is not lost on Africans and it is a powerful boost to the African unity project.

The author as producer, the contingency of the text, intertextuality, the “device”—core ideas of modern literary theory—were all pioneered in the shadow of oral literature. Authorless, loosely dated, and variable, oral texts have always posed a challenge to critical interpretation. When it began to be thought that culturally significant texts—starting with Homer and the Bible—had emerged from an oral tradition, assumptions on how to read these texts were greatly perturbed. Through readings that range from ancient Greece, Rome, and China to the Cold War imaginary, The Ethnography of Rhythm situates the study of oral traditions in the contentious space of nineteenth- and twentieth-century thinking about language, mind, and culture. It also demonstrates the role of technologies in framing this category of poetic creation.
