Book excerpt: Auparavant axé sur l'augmentation des ressources, le discours public sur la performance du système de santé canadien reconnaît depuis quelques années que la solution réside en fait dans une meilleure utilisation de ces ressources. L'objectif de la présente étude est de mesurer l'efficacité du système de santé canadien et d'examiner les facteurs qui permettent de mieux comprendre les variations des estimations d'efficacité entre les régions sanitaires. Dans ce contexte, l'expression "système de santé" englobe toutes les activités qui relèvent des ministères de la Santé provinciaux et territoriaux. Dans le cadre de cette étude, nous avons utilisé l'analyse d'enveloppement des données (AED) pour estimer l'efficacité régionale, puis nous avons entrepris une analyse statistique exploratoire pour examiner les facteurs liés aux variations dans l'efficacité du système de santé. Afin de déterminer l'objectif par rapport auquel l'efficacité du système de santé serait mesurée, nous avons procédé à un examen de la portée des énoncés officiels d'objectifs du système de santé, effectué une série de consultations auprès des intervenants et discuté avec des dirigeants du système de santé. Le système de santé a pour objectif d'offrir aux Canadiens l'accès à des soins de santé efficaces en temps opportun lorsqu'ils sont malades ou ont besoin de soins. Dans la présente étude, cet objectif a été évalué par la réduction du nombre d'années potentielles de vie perdues (APVP) en raison de causes traitables. Les ressources du système de santé utilisées pour atteindre cet objectif ont été divisées selon les cinq grandes catégories de dépenses de santé: les hôpitaux, les services des médecins, les médicaments, les établissements de soins en hébergement et les soins communautaires.
