Hamilton, Governor of Maryland, to the General Assembly, at Its Regular Session, January, 1884 It must be noted that this was the legislative year, land the expenses of the session for the per diem of members, 8m, and for the legislative printing, amounted to also, that there was transferred from the treasury proper to the sinking fund for the redemption of the p'ubuo debt, making 'ih the aggregate the sum of So that but for these two items the receiptewould have ex ceeded the disbursements by and if nothigghad been carried to the sinking fund, but accounting only for the legislative expenses Which must biennially occur, there would have been an excess of receipts over disburse ments of This, it must be admitted, is too close a, margin for any year, Whether legislative or not, and had it not been for the economy practiced by the Legislature of 1882 in retrenching its own expenses, embracing that oi' printing and also in the publication of the laws, by which in the aggregate there was a reduction in expenditure 01 2 over that of the Legislature of 1880, there would have been an absolute deficit of receipts into the treasury to meet disbursements for that year. This very narrow margin forcibly presents the importance and necessity of a continued rigid economy in legislative expenses and in appropriations of all kinds, and especially When we know the fact to be that inclu'ded in these receipts, as if for general purposes, are the loan taxes, which are required to be applied to specific purposes and not to be expended for any other, and if so ap plied as directed by the Constitution and the laws, there would have been a large deficit of receipts to meet disburse ments, as I shall presently show. Hamilton, Governor of Maryland: To the General Assembly, at Its Regular Session, January, 1882 There are now eighty-four tax-collectors in the State, and with whom the Treasury Department must keep sep arate accounts. Having but one for each county and the city, there would be but twenty-four, and no more is required. This would certainly simplify the duties of the Department, concentrate responsibility and make the whole more manageable and efficient. There should be a rigid and prompt enforcement of the payment over of taxes by collectors, as required by law, and this can be done more effectively upon the fewer number. There was due the State from 1845 to 1880, inclusive, the sum of from collectors of taxes in the city and the several counties.
