Using data from the archives of the Venetian Terraferma, and compared with information available for elsewhere in Europe, Guido Alfani and Matteo Di Tullio demonstrate that the rise of the fiscal-military state served to increase economic inequality in the early modern period. Preindustrial fiscal systems tended to be regressive in nature, and increased post-tax inequality compared to pre-tax - in contrast to what we would assume is the case in contemporary societies. This led to greater and greater disparities in wealth, which were made worse still as taxes were collected almost entirely to fund war and defence rather than social welfare. Though focused on Old Regime Europe, Alfani and Di Tullio's findings speak to contemporary debates about the roots of inequality and social stratification.

Since the mid-1970s, the 'rediscovery' of small firms and of the important role they have played in the economies of continental Europe have occupied a substantial part of the literature on the sources of economic competitiveness. In Britain, the relationship between banks and industry has been the object of intense speculation since before the First World War. Since then banks have been accused by the business community, academics and politicians of neglecting industrial finance and by doing so of reducing the competitiveness of British firms. By comparing the rise of small firms in France, Germany and Italy and their decline in Britain this book analyses how the structure of these countries' banking systems has affected small firms' growth. This analysis is placed in the historical context of the political economy of these four countries, to show how banking and industrial structures developed over the century as a consequence of the state's need to mediate between different social and economic groups. This approach allows the author to show why British banking came to be so concentrated and the negative impact that this had on the supply of finance to small firms. The experiences of France, Germany and Italy show alternative structures and policy responses towards small firms.

Book excerpt: Why in the pre-industrial period were some settlements resilient and stable over the long term while other settlements were vulnerable to crisis? Indeed, what made certain human habitations more prone to decline or even total collapse, than others? All pre-industrial societies had to face certain challenges: exogenous environmental hazards such as earthquakes or plagues, economic or political hazards from ’outside’ such as warfare or expropriation of property, or hazards of their own-making such as soil erosion or subsistence crises. How then can we explain why some societies were able to overcome or negate these problems, while other societies proved susceptible to failure, as settlements contracted, stagnated, were abandoned, or even disappeared entirely? This book has been stimulated by the questions and hypotheses put forward by a recent ’disaster studies’ literature - in particular, by placing the intrinsic arrangement of societies at the forefront of the explanatory framework. Essentially it is suggested that the resilience or vulnerability of habitation has less to do with exogenous crises themselves, but on endogenous societal responses which dictate: (a) the extent of destruction caused by crises and the capacity for society to protect itself; and (b) the capacity to create a sufficient recovery. By empirically testing the explanatory framework on a number of societies between the Middle Ages and the nineteenth century in England, the Low Countries, and Italy, it is ultimately argued in this book that rather than the protective functions of the state or the market, or the implementation of technological innovation or capital investment, the most resilient human habitations in the pre-industrial period were those than displayed an equitable distribution of property and a well-balanced distribution of power between social interest groups. This is one of the most fundamental questions in Economic History and one that has provoked intense debate. The main concern of this book is to determine when the gap in living standards between the East and the West emerged. The established view, dating back to Adam Smith, is that the gap emerged long before the Industrial Revolution, perhaps thousands of years ago. While this viewhas been called into question - and many of the explanations for it greatly undermined - the issue demands much more empirical research than has yet been undertaken. How did the standard of living in Europe and Asia compare in the seventeenth and eighteenth centuries? The present book proposes ananswer by considering evidence of three sorts. The first is economic, focusing on income, food production, wages, and prices. The second is demographic, comparing heights, life expectancy and other demographic indicators. The third combines the economic and demographic by investigating the demographic vulnerability to short-term economic stress.The contributions show the highly complex and diverse pattern of the standard of living in the pre-industrial period. The general picture emerging is not one of a great divergence between East and West, but instead one of considerable similarities. These similarities not only pertain to economic aspects of standard of living but also to demography and the sensitivity to economic fluctuations. In addition to these similarities, there were also pronounced regional differences within the East andwithin the West - regional differences that in many cases were larger than the average differences between Europe and Asia. This clearly highlights the importance of analysing several dimensions of the standard of living, as well as the danger of neglecting regional, social, and household specificdifferences when assessing the level of well-being in the past.
