The first part of the book reflects on the traumatic experiences of the Indonesian nation caused by a failed coup on October 1, 1965. In more general theoretical terms, this topic connects to the field of memory studies, which, in recent decades, has made an academic comeback. The focus of the chapters in this section is how certain, often distressing, events are represented in narratives in a variety of media that are periodically renewed, changed, rehearsed, repeated, and performed, in order to become or stay part of the collective memory of a certain group of people. The second part of the book explores how forces of globalisation have impacted upon the local and, linguistically surprisingly, rather homogeneous cultural productions of Indonesia. The main strands of inquiry in this second section are topics of global trends in religion, responses to urban development, the impact of popular literary developments, and how traditions are revisited in order to come to terms with international cultural developments.

In post-Suharto Indonesian politics the exchange of patronage for political support is commonplace. Clientelism, argue the authors, saturates the political system, and in Democracy for Sale they reveal the everyday practices of vote buying, influence peddling, manipulating government programs, and skimming money from government projects. In doing so, Aspinall and Berenschot advance three major arguments. The first argument points toward the role of religion, kinship, and other identities in Indonesian clientelism. The second explains how and why Indonesia's distinctive system of free-wheeling clientelism came into being. And the third argument addresses variation in the patterns and intensity of clientelism. This book asks how political reform could proceed despite such unpromising circumstances. It examines electoral and constitutional reform, the decentralization of a highly centralized regime, the gradual but incomplete withdrawal of the military from its deep political involvement, the launching of an anti-corruption campaign, and the achievement of peace in two provinces that had been devastated by communal violence and regional rebellion.

Book excerpt: Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. The contributions blend historical, ideational, cultural and structural explanatory factors to analyze the trajectories of military reform in Indonesia and Nigeria, two major regional powers that share many structural commonalities. In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. Findings show that while military reform is stagnating in both countries, societal forces ought to be taken into account more as major driving forces in explaining military reform. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.

It distinguishes among parties, factions, coalitions and delegations based on the extent to which they are unified in their voting and/or willing to form policy coalitions with other legislative 'agents'. It discusses the voting unity and ballot systems that allow voters to identify an agent, and describes the degree to which those agents have been flexible with regards to the formation of policy coalitions. It also shows that the US parties have exhibited higher levels of unity but less flexibility in recent years, and thus contrast the prevailing pattern in Latin America. The book focuses its explanation for the patterns on the role of candidate nominations, other aspects of the electoral system and the legislators' ideological alignments.

Strengths and weaknesses in the individual dimensions of institutionalization are then contrasted with the corresponding levels of institutionalization reached by Indonesia’s other major parties. Tomsa argues that Golkar remains Indonesia’s strongest party because it is better institutionalized than its electoral competitors. However, while highlighting the former regime party’s strengths in key aspects of party institutionalization, he also shows that Golkar also has some considerable institutional weaknesses which in 2004 prevented the party from achieving an even better result in the general election As an empirical study on Golkar, and Indonesia's other major political parties, this book will be of huge interest to students and scholars of Southeast Asian politics, political parties and elections and democratization.
