Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

Book excerpt: When privatization of public services swept the developing world in the 1990s, it was part of a seemingly unstoppable tide of neoliberal reforms aimed at reducing the role of the state and reorienting economies toward market-led policymaking. Water privatization, one of the more unpopular policies of the neoliberal development paradigm, sparked a particularly fierce debate and gave rise to a movement of self-proclaimed "water warriors" who advocated for legal recognition of water as a basic human right to be protected and fulfilled by states. Broadening the debate, Madeline Baer questions whether either approach -- the market approach or a human rights-based approach -- leads to improved access to water. More specifically, Baer explores how the human right to water and sanitation is fulfilled in different contexts, whether neoliberal policies like privatization pose a threat to the right to water, and whether rights fulfillment leads to meaningful social change. Using two case studies -- Chile, the most extreme case of water privatization in the developing world, and Bolivia, the birthplace of the global movement for the human right to water -- Stemming the Tide uncovers the conditions under which the right to water and sanitation can be fulfilled, as well as the obstacles to fulfilment. Ultimately this book argues that deepening mechanisms for citizen participation, strengthening accountability, and creating alternatives to the state/market binary can help achieve meaningful social transformation in the water sector.

Book excerpt: This book assesses both the effectiveness and efficiency of implemented Economic Policy Instruments (EPIs) in order to achieve water policy goals and identifies the preconditions under which they outperform alternative (e.g. regulatory) policy instruments and/or can complement them as part of complex policy mixes. The development of a consolidated assessment framework helps clarify (and where possible, quantify) the effectiveness of each EPI on the basis of different criteria. Outcome-oriented criteria describe how the EPIs perform. They include intended and unintended economic and environmental outcomes and the distribution of benefits and costs among the affected parties. These steps consider the application of cost effectiveness and cost benefits analysis, e.g. to assess ex-post performance of the EPI. Process criteria describe the institutional conditions (legislative, political, cultural, etc.) affecting the formation and operation of the EPI studied (particularly relevant for assessing the possible impacts of using economic instruments), the transaction costs involved in implementing and enforcing the instruments and the process of implementation. Case studies from Cyprus, Denmark, France, Germany, Hungary, Italy, the Netherlands, Spain and the United Kingdom, as well as from Australia, Chile, Israel and the USA are presented in this book. A wide variety of EPIs are also covered, including water-pricing schemes (tariffs, environmental taxes, environmental charges or fees, subsidies on products and practices), trading schemes (tradable permits for abstraction and pollution) and cooperation mechanisms.
