Download or read book Peace Operations and Global Order written by Alex J. Bellamy and published by Routledge. This book was released on 2014-01-02 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: Peacekeeping in Global Politics investigates the changing role of peacekeeping and competing perspectives about what that role should be. It begins by addressing broad issues connected with the transition from a Westphalian to post-Westphalian international society, the ethical and legal dilemmas provoked by armed intervention, and the alternative ways of conceptualising the role that peacekeeping plays. It goes on to critically chart the development of 'traditional' peacekeeping before outlining how the role of force in peacekeeping operations has changed and the close links between peacekeeping, conflict prevention and conflict resolution. The final part of the volume focuses specifically on globalization and the effects that this has had on peacekeeping practices. In particular, it focuses on the changing conflict environment, the growing tendency towards subcontracting peacekeeping duties, and the development of regional peacekeeping capabilities. Overall, this volume makes two contributions to the way we think about peacekeeping: first it demonstrates that the theory and practice of peacekeeping is embedded in global politics and second it shows that there an on-going debate about what peacekeeping is for.
Download or read book Strategic Decisionmaking in Cabinet Government written by and published by World Bank Publications. This book was released on 1999-01-01 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Collective cabinet decisionmaking provides the institutional mechanism by which many governments prioritize their policies and guard against unpredictable policy reversals." - Mansood Ahmed, Vice President, Poverty Reduction and Economic Management Network, The World Bank The style and membership of cabinets vary in every country. The heads of democratic governments form a cabinet for three principal reasons: 1. The threat that the legislature will significantly amend the government's program as expressed in the budget proposals made by the executive. 2. The threat of dismissal between elections. 3. The risk that the executive will be seen by the public as having departed from a previous tradition of cabinet government and judged poorly as a result. 'Strategic Decisionmaking in Cabinet Government' shows that cabinet government is a rational response to these risks and sets out the institutional arrangements that make the cabinet a binding device. This report recognizes the significance of the budget process for collective decisionmaking, but moves beyond the simplistic assumption that tradeoffs in cabinet government can only be made by reallocating the budget. It supports practical approaches for assessing the strength of cabinet decisionmaking arrangements and for identifying practical steps to improve the prospect that decisions will be collectively binding.

Download or read book Labour law compliance and human resource management innovation Better Factories Cambodia written by Raymond Robertson and published by Better Work (ILO/IFC). This book was released on 2011-01-01 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Analyzing labour law compliance data in the apparel industry from Better Factories Cambodia, we find that (1) there was a broad improvement in working conditions among factories both with and without a reputation sensitive buyer, (2) factories with a reputation sensitive buyer have higher average compliance, (3) after the elimination of public disclosure of factory level noncompliance the rate of improved compliance slowed for factories with a reputation sensitive buyer and compliance declined for factories lacking a reputation sensitive buyer but (4) compliance did not return to the baseline even in the absence of a reputation sensitive buyer or threat of public disclosure of noncompliance. These findings are consistent with the hypotheses that (1) third party enforcement complements code compliance efforts by reputation sensitive buyers, (2) factory-specific public disclosure of noncompliance helps control free-riding of noncompliant factories lacking a reputation sensitive buyer on the market-level reputational externalities generated by compliant factories and that (3) enforcement activities induce factories to experiment in human resource management innovations that are both more humane and more efficient.
Download or read book The World Bank Policy on Disclosure of Information written by and published by World Bank Publications. This book was released on 1994-01-01 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Foreword by Lewis T. Preston, President, the World Bank (1991-1995). Sets out World Bank policy on disclosure of information. The policy applies to the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA). This useful booklet presents the World Bank's policy on disclosure of information and describes the materials available to the public. The Bank's experience in implementing effective and sustainable development programs clearly indicates that the quality of many operations benefits when staff and government officials consult and share information with program participants. This experience inspired the Bank to launch a major review of its disclosure policy in 1993. The review resulted in a recommendation to make Bank information more publicly available. The revised policy expands the range of documents subject to release and facilitates public access to them. A significant outcome was the Bank's establishment of a Public Information Center through which much of the material covered by the revised policy is available. Also available: French (ISBN 0-8213-3129-9) Stock No. 13129; Spanish (ISBN 0-8213-3130-2) Stock No. 13130.
