It is a detailed examination of the planning and construction of Hongqiao and its impact on local residents. In short, the aim of this book is to examine the process of planning and development of the Hongqiao transportation and commercial zone, to explore its relationship to urban development and spatial restructuring in Shanghai, and in doing so to comment on and critique the nature of urban change in contemporary China, which is characterized as property- and infrastructure-driven. Mega urban projects are arguably the quintessential symbol of entrepreneurial urbanism, and it is no coincidence that they have become a familiar part of the urban scene throughout the world, not least in East Asia. They can be seen as both a consequence of, and a response to, the deindustrialization of leading cities, first in North America and Europe and then in East Asia, as economies transitioned to globalized neoliberalism. This book provides a comprehensive overview of the main features of the land-based urban growth coalition formed in Hongqiao by introducing the detailed picture of the Hongqiao project, and it outlines the recent example of the competitive rush to urban projects in China's largest cities that has led to the proliferation of new financial districts in Beijing and Guangzhou.

In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole. In a concluding chapter, they examine the potential effects of new fiscal pressures, business mobilization to relax environmental constraints, and security concerns in the wake of September 11. Currently, China is aggressively promoting a so-called New Urbanization, which has been regarded as one of the primary ways to build a moderately prosperous society, to address critical issues related to agriculture, rural regions and farmers, to expand domestic demand and promote industrial innovation, and to realize the China Dream. From a systematic perspective and using recently released urban data, the authors analyze the current status of New Urbanization in China and also investigate the various potential problems and obstacles to its concrete implementation. Based on the analyses and investigations, the authors propose strategic directions, paths and basic principles for China’s New Urbanization. In addition, they clearly identify the three different modes of New Urbanization, namely, the general mode, differentiated mode, and gradual mode. Due to the vastness of China’s population and its rapidly growing economic, political and cultural relationships with the rest of the world, the book demonstrates that the success of this New Urbanization is critical not only to the future of urban China, but also the future of urbanization worldwide. In the inner city of major metropolitan centers, municipal governments battle high-ranking state agencies to secure land rents from redevelopment projects, while residents mobilize to assert property and residential rights. At the urban edge, as metropolitan governments seek to extend control over their rural hinterland through massive-scale development projects, villagers strategize to profit from the encroaching property market. At the rural fringe, township leaders become brokers of power and property between the state bureaucracy and villages, while large numbers of peasants are dispossessed, dispersed, and deterritorialized, and their mobilizational capacity is consequently undermined. The Great Urban Transformation explores these issues, and provides an integrated analysis of the city and the countryside, elite politics and grassroots activism, legal-economic and socio-political issues of property rights, and the role of the state and the market in the property market.
