Book excerpt: The mega-regional trade agreements, particularly the Trans-Pacific Partnership (TPP), the Transatlantic Trade and Investment Partnership (TTIP), and the Trade in Services Agreement (TISA), represent a new phenomenon for the trading system. As major preferential trade agreements that involve the world's largest economies (the United States and the European Union) they cover a large share of global trade and, thus, generate large spillover effects on non-parties to the negotiations. Further, the ambitious rule-making agenda shifts the locus of global rule-making and standard-setting from the inclusive World Trade Organization to the small number of participants in these negotiations. These rules and standards will shape markets and, thus, amplify the direct effect of discriminatory preferences. This note discusses the factors driving the mega-regionals, considers the significance of these negotiations for excluded parties, and suggests how India, in particular, might respond.

Book excerpt: A Free Trade Agreement (FTA) is an agreement between two or more countries where the countries agree on certain terms and conditions that affect trade between them. There are more than 350 FTAs worldwide today. In the last two decades these agreements significantly expanded in scope, covering not only market access but also behind-the-border policy issues going far beyond WTO rules. Mega regional FTAs like Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and Regional Comprehensive Economic Partnership (RCEP) are coming into play. Developed countries are also establishing their own templates for FTA-making. This book is intended to bring about a greater level of understanding among readers in a systematic manner with respect to the vast changes taking place on the FTA scene worldwide and about India's own limited participation in this regard so far. FTAs are legal instruments, but they also substantially affect business, industry, and agriculture interests. There is a widely held perception in the country, not without some validity, that India's existing FTAs, even if limited, have benefitted the partner countries more than us. Book excerpt: The book brings together new insights and perspectives on the implications of major changes taking place in global markets due to large free trade agreements or so-called mega-regionals, such as the Trans-Pacific Partnership (TPP). These changes will occur for both the trade regulation regime in major markets, and the private standards that are increasingly crucial for linking up with international value chains. The twelve members of TPP account for about one-fourth of world trade and two-fifth of global GDP. A number of others have shown interest to become members; it is now the model for the US to use in its other large trade negotiations, thus expanding its scope and reach in the future, and its disciplines are acknowledged to be higher than those resulting from some other mega-regionals such as RCEP. Therefore, global standards affecting world market conditions will flow from TPP. Its underlying aspiration will thus increasingly shape the future of trade and investment conditions in major markets, implying trade and investment diversion for non-member countries. A large majority of developing countries, including India, are out of this framework. This book explains the various concerns for non-members, and suggests a number of steps which they can take to mitigate the adverse conditions. This book is an essential read for policymakers, business leaders and analysts considering ways to address the likely constraints emerging through mega-regionals, for job creation and development prospects.

Book excerpt: India did not sign any new FTA for almost a decade since 2011. Its past FTAs were only with countries in East and South East Asia and South Asia. Some of these FTAs were also not seen as delivering commensurate benefits to India. The book analyses possible reasons for this situation. India also pulled out of RCEP negotiations. However, fresh momentum has now been injected with the conclusion of a comprehensive FTA with the UAE and an interim deal with Australia. Negotiations are also underway with several others including the United Kingdom, the European Union, Canada, GCC, and Israel among others. In this context, and keeping in view the overall global FTA scene, the book suggests possible ways forward both in respect of the ongoing negotiations as well as in respect of effectively monitoring and implementing FTAs already concluded and those that will be done in future.

Book excerpt: This paper explores the economic implications of a potential free trade agreement between India and the United States. A series of simulations is conducted assuming 100 percent ad valorem equivalent tariff cuts for goods and 50 percent cuts for services. The overall impacts are likely to be positive for the United States and India. While gains from trade creation are offset by trade diversion on the import side, both countries appear to gain from improved access on the export side. The United States is likely to gain largely through terms of trade improvements for its goods and services, as initial protection in India is particularly high. India would experience an expansion of exports and output, especially in textiles and apparel. As the United States and India are negotiating other free trade agreements, such as the Trans-Pacific Partnership and India's agreement with the Association of Southeast Asian Nations, the paper also explores how the effects of an India-United States free trade agreement are affected by prior free trade agreements. Adding an India-United States free trade agreement to prior agreements tends to bring additional welfare benefits to both countries. India would also gain substantially if it concluded a free trade agreement with the United States and then extended it to other partners. The results suggest that an India-United States free trade agreement might become a building block toward more liberal trade regimes.

Book excerpt: Asia has witnessed a proliferation of free trade agreements (FTAs) since the turn of the millennium. The first regional agreement - the ASEAN FTA - was transformed into the ASEAN Economic Community at the end of 2015. In the meantime, ASEAN forged five ASEAN+1 FTAs and began to negotiate a sixteen-member Regional Comprehensive Economic Partnership (RCEP) Agreement. In parallel, the U.S.-led Trans-Pacific Partnership (TPP), supporting U.S. foreign policy of "e;Pivot to Asia"e;, was broadly agreed in October 2015. The RCEP and the TPP are accompanied by other mega-regional integration processes developing elsewhere in the world, including the Transatlantic Trade and Investment Partnership for the European Union and the United States, and the Pacific Alliance among four Latin American member states. Meanwhile, APEC is also striving to meet its Bogor Goal targets and create a Free Trade Area of the Asia-Pacific. Each of these mega-regionals aims to achieve greater trade and investment liberalization and facilitation and more harmonized trade and investment rules so that all member economies can participate in the global value chain of production. Instead of undermining, these regional exercises can be building blocks for a more liberal global trading system supported by the World Trade Organization. This book ruminates on these regional agreements, their economic and strategic rationales and challenges during negotiations and afterwards. Book excerpt: For about 40 years (1950-90), foreign trade of India suffered from strict bureaucratic and discretionary controls. Similarly, foreign exchange transactions were tightly controlled by the Government and the Reserve Bank of India (RBI). From Independence in 1947 till mid-1990s, India, with some exceptions, always faced deficit in its balance of payments, i.e. value of imports always exceeded the value of exports. Exports remained relatively sluggish owing to lack of exportable surplus, competition in the international market, inflation at home, and increasing protectionist policies of the developed countries. Beginning 1991, the Government of India introduced a series of reforms to liberalise and globalise the Indian economy. Indias approach to openness has been cautious, contingent on achieving certain preconditions to ensure an orderly process of liberalisation and ensuring macroeconomic stability. The broad approach to reforms in the foreign trade sector was laid out in the Report of the High Level Committee on Balance of Payments (Chairman: C. Rangarajan), 1993. The major trade policy changes in the post-1991 period have included (a) simplification of procedures, (b) removal of quantitative restrictions, (c) substantial reduction in the tariff rates, (d) moving towards current account convertibility, (e) liberal inflows of private capital, (f) shift towards market-determined exchange rate, (g) gradual liberalisation of restrictions on outflows, (h) focus on export growth and (i) attracting non-debt creating capital flows. In recognition of the growing importance of foreign trade in the Indian economy, this book provides a comprehensive description and analysis of post-Independence developments in Indias foreign trade and allied sectors with focus on post-1991 period. The book contains 19 chapters which are categorized into the following six theme parts: Part I: International Trade: Theoretical Settings and Emerging Pattern.
