Book excerpt: The Economic Support Fund (ESF) is intended to advance U.S. political interest and demonstrate the U.S. commitment to, and concern for countries receiving such economic assistance. Notwithstanding the political focus of the fund, Congress has stressed in recent years that the assistance should, to the extent possible, be responsive to the New Directions policy set forth in the Foreign Assistance Act of 1961. Most economic achievements of the fund have resulted from program assistance, specifically, large disbursements made against cash transfers, budget support, and commodity import forms of assistance. Substantial sums have been provided to ESF countries through various forms of program assistance to promote economic stability as well as advance political objectives and absorb high aid levels. The assistance has been instrumental in promoting a stable economic environment in Egypt and in Israel immediately after the 1973 October war. For Syria and Zambia, program assistance has helped increase the productive capacity of selective sectors. The continued need for high levels of program assistance will have to be based on an assessment of whether it is the appropriate tool for furthering particular economic and political objectives. Although progress has been made, program orientation can be expanded to meet basic human needs. Expanded efforts need to be made to facilitate participation of the urban poor in the development process and assist the poor in increasing their incomes through expanded training opportunities.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book The Economic Impact of Conflicts and the Refugee Crisis in the Middle East and North Africa

Download or read book The Economic Impact of Conflicts and the Refugee Crisis in the Middle East and North Africa written by Mr.Bjoern Rother and published by International Monetary Fund. This book was released on 2016-09-16 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

Book The Bureaucratic Struggle For Control Of U s Foreign Aid

Download or read book The Bureaucratic Struggle For Control Of U s Foreign Aid written by Caleb Rossiter and published by Routledge. This book was released on 2019-07-11 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study of executive-branch decision making explores the conflict between the diplomatic and developmental mandates of U.S. foreign-aid programs on two levels. First, a given amount of programming funded for a country must be divided among various activities, some of which are directed toward long-term development while others encourage short-term diplomatic cooperation with U.S. initiatives. Second, individual federal agencies favor certain types of aid and are engaged in a constant struggle to preserve and expand their favored programs at the expense of others. Dr. Rossiter examines this conflict in a case study of the State Department's use of foreign-aid programs to induce the "frontline" states of southern Africa to cooperate with President Carter's initiative to resolve the civil war in Rhodesia/Zimbabwe. According to Dr. Rossiter, the Agency for International Development (AID) lost control over foreign aid in the region to the State Department because the constituency for development objectives was relatively weak, both inside and outside the U.S. government. He concludes by discussing the implications of AID's unsuccessful attempt to free itself from the State Department's control during the reorganization of the foreign-aid bureaucracy under President Carter.
